Well I think this is the right track, but how do I delete that Temporary Internet Files folder? The KBA you mention is for win95 and asks you to start up in ms-dos mode and use smartdrv and "deltree tempor~1" to delete the folder. I tried logging on as administrator using safe mode and was able to delete everything but my Temporary Internet Files folder... When I try to do so there are several 0 byte files it wont delete...

How about opening the file in explorer and select all and delete?

Here's another option.
