I'll probably use it on short replies like this one, and not use it on longer ones.
If someone is going to say something stupid they will say it no matter whether it is one click or two clicks. If someone wants to ignore all the spelling suggestions, they will ignore them anyway.
edit: after-thought: if you have fortunes turned off, then you get to 'preview' your post anyway, because the response to I'm Feeling Lucky, is your post.

What does this mean? I have always had fortunes turned off, but when I tried this I didn't get any preview. Maybe I will this time as I only tried it once.
Edited: No, I got no preview with fortunes turned off.

I dont think its a premium only option but fortunes have to be on and the button only shows on the bottom of the entry page, not the top ones(i always use the top ones) and if you have all the posts expanded on a news item and you hit 'i'm feeling lucky' you get the linked version(news items with more than 50 replies)and all links(different than your original view)
