Pls help me decode numbers on service tag

I went out to the telco box on the outside wall to see if I could help PacBell and Rhythms find my circuit, since they claim it is "lost." I found that the Northpoint tag had been removed and a new Rhythms tag was on one of the three lines leading into my house.
Can someone help me decode each category of info on the tag?
The tag said: "Rhythms Digital Service Conformance Tag:"

1. Right under the words "Rhythms Digital Service Conformance" it had this number: AC12001247233

2. The "service order" is C39196600 (unfortunately, there is no date anywhere on the tag)

3. The following information appears under the "service order" number:

F1 cable - 46 P.R. 2787 B.P. 462

F2 cable - 3003 P.R. 436 B.P. ____ (ie, nothing written)

4. There were three boxes below the above information, only the first box ("NO LOADS") was checked:

X NO LOADS

CONTINUITY TEST

DB LOSS

5. Then, the following number appears. I suspect that this is the "circuit number" for this line: 87.AGQU.190011.475

6. On the BACK of the tag, the following number was written:
AKJ50X994

7. The connector for this line was NOT plugged into the slot. I plugged it in before I closed the box.

ONE OTHER THING that may or may not be significant:

When I was originally given my old Northpoint circuit number by Megapath a couple of weeks ago, I wrote it down but then misplaced the paper I wrote it down on. A couple of days ago I couldn't find the paper, so I asked someone at Megapath to look up the number and give it to me again. They gave me this number: 87AGQU182010415 -- that is the number that PacBell insists has nothing to do with my address.

I just found the note that I wrote when I originally asked for my old Northpoint circuit number, and it was different: 87AGU182010401 (the last three digits are different).

Since the circuit number that Rhythms put on their tag (which was not there a few weeks ago because there was a "Northpoint" tag on it, unfortunately I did not write down the number; I saw it only because the PacBell installer was fixing another line that was not working right and he showed it to me...) is obviously NOT the same circuit number that belonged to the Northpoint line, am I right to suspect that both PacBell and Rhythms lied to Megapath and to me, and did NOT "hot swap" my Northpoint line as promised, but instead gave me a different line (which PacBell now claims is not "suitable" for DSL service?")

I tend to think that there are an awful lot of shenanigans going on lately on the part of the ILECs. It is obvious that neither the federal nor the state governments are ready or willing to step into this matter and enforce any current laws or consider new ones to protect the fledgling DSL industry and its would-be customers.

Today is the second time that I have waited for Verizon in vain to come to my home and provision a line for DSL, despite the fact that I gave the ISP all of the information available concerning the old circuit that was provided here under NorthPoint.

Despite the fact that my bills have no problems getting here, the phone company cannot to set up a DSL line. I wonder if they would continue to be plagued by problems if I chose their poor, unacceptable service, instead.
