I am triple posting it so I can get as much data as possible as quick as possible. Sorry.

If you have the Scrollbar Problem after the November Update, check to see what the version number of MSHTML.DLL is install in your System folder. The BAD version is this one:

6.0.2734.1600 10/16/03 4:31 PM 2,699 MB

If you have THAT version, you likely have the Scrollbar problem -- whether you know it or not.

The version you WANT to have is this:

6.0.2800.1276 10/16/03 1:34 PM 2,734 MB


Both of these files were released with the new patch -- don't know why. The newer version (based on time) is the one that breaks the Scrollbar. However, it is the older one based on the Version numbers. Some users got the first and some got the second.

If you re-download the patch file (q824145.exe) you can then extract the 'fixed' version of this file. Sadly, I don't believe Windows Update will let you re-install this directly. On my box (Win98) I did a manual switch through the winini.ini file.

It appears that this DLL doesn't fix it for those running WinXP, can anyone confirm? I have the scrollbar problem even though the MSHTML.DLL is version 6.0.2800.1276 dated 16.10.2003, 13:40:46.

Edit: Hmm strange, I wonder why it doesn't work for me if it works for everyone else My idea about WinXP is wrong, there must be something else..

I think this will help (others may have a better idea)
In Windows XP
Search for the good MSHTML.DLL (as mentioned by R2)
Copy that one to the following folders
C;\windows\lastgood\system32
and
C:\windows\lastgood\system32\dllcache
Then re-boot
That should fix it for Windows XP.
If anybody else has a better way...let me know.
The above fixed it for my laptop and the scroll bar to the right woks properly.

I take it one of those .dlls is the qfe version and one is the gde version?

You'd be well advised not to force a dll on your system, as it might cause corruption when the registry and data files are compared with the installed .dlls

You can, however, edit the .inf file and make the qfe version the default, which it should then install completely.

edit: I forgot- it only shows if a gde or qfe version is installed on win2k3 server. The same logic applies for winxp, but right clicking on the file won't tell you which version is installed.

double edit: Also, 6.0.2800.xxx versions are post SP1, i believe. maybe the top dll is for those who haven't installed sp1 yet.

For Win98, to swap the files download the patch file (q824145.exe) and verify that it has the newer verions MSHTML.DLL in side it (open it with WinZip). Extract this file and stick it on your Desktop temporarily. Rename the file MSHTML.NEW and Move it into your Windows\System folder.

Then, create a New Text file in your Windows directory (usually C:\Windows). Stick this inside it:
[Rename]
C:\WINDOWS\SYSTEM\MSHTML.OLD=C:\WINDOWS\SYSTEM\MSHTML.DLL
C:\WINDOWS\SYSTEM\MSHTML.DLL=C:\WINDOWS\SYSTEM\MSHTML.NEW
FWIW, stick a Carriage Return before and after the text above. Save this file as "wininit.ini". Reboot your computer. This will swap the '.new' file in and rename your present file "MSHTML.OLD".

Now to tackle any possible Registry issues.... Not much time. Have to go to a kids skating birthday party!!

I don't have "lastgood" directory in c:\windows, perhaps because I've turned off system restore. I searched the entire drive for mshtml.dll and there are two of them, in c:\windows\system32 and in c:\windows\dllcache. Both have version number 6.0.2800.1276. The scrolling problem is still there..

Registry changes.

To clarify exactly what Registry changes were made when you installed this Update, open appropriate ".inf" file:

Win98-ME: Q824145-d.inf
Win2K-XP: Q824145-d.inf

If you remember, Win98 was called "Chicago", so you can tell you have the right .inf by looking for this line:
• signature="$CHICAGO$"

For Win2K-XP, the equivalent line is:
• Signature = "$Windows NT$"

These INF files are divided into various sections by Headers. The Headers usually tell you what the section is for: e.g., [Uninst.Reg] is the Uninstallation Information that is entered into the registry.

There are several sections that you might be interested in and there are as follows:

• [Actsetup.Reg]
HKLM,"Software\Microsoft\Active Setup\Installed Components\%GUID%",,,"%COMPID%"
HKLM,"Software\Microsoft\Active Setup\Installed Components\%GUID%","IsInstalled",0x10001,01,00,00,00
HKLM,"Software\Microsoft\Active Setup\Installed Components\%GUID%","Version",,"%VERSION%"
HKLM,"Software\Microsoft\Active Setup\Installed Components\%GUID%","ComponentID",,"%COMPID%"


The details the information added to the "Active Setup" part of the registry. The [String] table above this identifies the values. For example, here are the values:

• [String]
Compversion = 27341600
Compid = Q824145
CatalogFile = Q824145.cat
IEVersion = 6.0.2600.0000
Version = "6,0,2734,1600"

You will note that MY ORIGINAL and PROBLEMATIC version of MSHTML.DLL has THAT version number.

The only other spot where that number appears to be used is "Compversion" (see above). The only place I see that used is in these lines:

ComponentVersion=%COMPVERSION%

Which appear in both the [DefaultInstall] and [Uninstall] sections.


OK, for Win98 that is ALL that I see for registry changes relating to the Version of this Update. Now, the important part -- those registry changes come with the NEW version of MSHTML.DLL. Got that? The MSHTML.DLL file that came bundled with that INF file has a version number of 6.0.2800.1276.


So, in MY HUMBLE OPINION, the Registry in Win98 does not care or know what version of MSHTLM.DLL you have installed. Or, I am fairly certain that installing THIS UPDATE does NOT modify your Registry in such a way as to identify the version of MSHTML.DLL.

I will not go too far out on a limb, but I will point out that the INF file for WinXP has this inside it:

Version = "6,0,2734,1600"

So, I would guess the same information applies -- but I simply have no proof.

... okay R2, this is quite a mess ... if I re-install the update I get mshtml.dll 6.00.2800.1276, which is causing the scrolling and technet problems for me in W98SE ... I've never seen the .1600 version of this dll, but the previous version I had, 6.00.2800.1264 works fine ... I'd really prefer to have this update, it's the ONLY thing windows update shows me missing, so I'm gonna attempt to swap these dll's using the method you described above (I've had no luck so far) ... we'll see what happens next ...

... *** edit - swapped dll's (different way), update shows, scroll works, TechNet DOES NOT ... ... I give up for today, my brain hurts...

Sorry....but 2 of the 3 versions that I have on my hard drive are the....6.0.2800.1276 10/16/03 1:34 PM 2,734 MB....version. They are located in the System32 and the System32\dllcache folder. I do have the scroll bar problem but I can not say when it appeared since I hardly ever use that function. What I am now going to try as a test is to use the MSHTML.DLL file dated 6\19\2003 that is located in the ServicePackFiles\i386 folder.

TheJoker See Profile, bless his pea-pickin heart, sent me his good copy of MSHTML.DLL, just before going to bed last nite, in response to my email/IMs .. and it worked!

Strangely, I used "COPYLOCK" utility to replace MSHTML.DLL in my 'System32" folder {after first backing up my copy into MSHTML.BAK}; and it didn't require any reboot! Apparently the file isn't held open while an IE window is not open?

Anyway, it worked, no more scrollbar problem for me. I'm going to apply this fix to my other computers too.

TechNet works just fine: BUT .. shortly after replacing my MSHTML.DLL with TheJoker's version, I got a popup in SysTray notifying me of the above update {see pic} .. which MAY blow R2's theory that XP doesn't know or record in the Registry what version of MSHTML.DLL you're using ?? I will just ignore the alert for this "update" for now, I guess ,, until MS fixes it. Or, I may just uninstall and ignore it entirely!

For the life of me I couldn't find the update in Add/Remove to uninstall it! I ended up just going back to a restore point right before it was installed, but at least that worked.

What a bloody mess!

Time out, Rewind, Start Over...

I screwed up on the files BIG TIME. Yep. I got the two files mixed up.

6.0.2800.1276 10/16/03 1:34 PM 2,734 MB is the BAD boy. That is the file I DUMPED and replaced it with the older (version-wise) and younger (time-wise) 6.0.2734.1600.

Yes, on my system right now I have the "2734.1600" version and the Scrollbars work great. I got this file SECOND -- not as I initially stated. Microsoft must have modified the update and PULLED the faulty "2800.1276" file sometime after they initially released the update. They then replace with an older version that worked better.

I am going to look over all the posts and see if this NOW makes sense. Certainly, almost all WinXP users have confirmed that 6.0.2800.1276 is the bad file.



Also, the TechNet issue is NOT fixed by swapping the MSHTML files. A different DLL must be responsible.



Please ignore what I said above about the Registry settings. (I even have a stupid typo up there that I cannot change -- it should be Win2K-XP: Q824145.inf).

The settings that you find in your Registry should be dictated by the .inf file from the installation you used and NOT what I posted here. My assessment was incorrect because I screwed up the numbers...

Just to illuminate how hasty and stupid I was, MY REGISTRY has the 6,0,2800,1106 listings -- NOT the "newer" 6,0,2734,1600 numbers that I see in the more recently downloaded INF files.

I am going to review my data now and see what I come up with...
