RASPPPOE will not run at startup

I installed RASPPPOE and attempted to make it run at startup as instructed in the document
RASPPPOE: PPP over Ethernet Protocol for Windows 2000/XP/.NET
at

in section 5.6 "Making a dial-up connection 'always on'"

I made every effort to follow the instructions slavishly, and I believe I did so.
At first, the program would run automatically at start up, but would not automatically restart when I lost the connection. Now, the program will not run automatically at startup or when the connection is lost. For various reasons, I have uninstalled and reinstalled the RASPPPOE several times, and this does not change my situation.

When I start the program manually, it runs fine.

I am running win2ksp4 and my isp is verizon online. I originally installed the verizon software, but later uninstalled it.
