immigration to the us is down
especially from international students on which universities depend to pay higher fees so their programs can survive. UK, Canada and Germany are registering 30% increases over the last year of new international students.
even the green card lottery saw a plunge of around 40% from 13 million to just 8.4

also many who come here, come to work, save money and then go home

International student visa have been restricted over the past two years attributing to the reduction of international student enrollment.

"A new study says the number of foreign students attending U.S. colleges increased by less than 1 percent in 2002-03 -- the lowest growth rate in seven years. It's just the latest piece of evidence that international students are shying away from the United States because of tough immigration rules."

Also in the article,

"Foreign students started experiencing delays entering the country in the wake of the terrorist attacks on Washington and New York, as the federal government responded to calls for tighter domestic security. One of the September 11 hijackers held a student visa."

Yes, enrollment has a retarded growth, but it has not decreased as you claim.

DV-2004 results (Which shows the Green Card lottery stats for 2002) shows that there were 7.3 million applicants plus 2.9 million other applications that were tossed for various reasons. (»travel.state.gov/dv2004results.html ) This is an increase from DV-2003 (2001 Stats) which was at around 6.5 million applications (»www.us-immigration.org/results.htm ). So again, the numbers you offered contradict my (limited) research.

Hmmm, I wonder if 9/11 had anything to do with that?
