It could be both. They (SBC) have to disconnect your DSL modem, test your line from the in-house jack, and verify there is line-loss there. If there is, the problem is either from the box outside your house to your in-house jack or between the box outside your house and the telco Central Office (CO). A lot of problems are solved by fixing either the feed to the house from the pole or re-doing in-house wiring.
In my case when I first got DSL, I could only get 720/220 on a 384-1500/256 line. The SBC/SNET techs (great people BTW) determined the problem was not inside my house and found a problem with the feed to my house. After they repaired the feed, I got 1300/220 speeds. They told me my line was *tapped* off another line which is OK for voice but not DSL. They gave me a direct feed to fix the problem. BTW, I didn't have to pay because the problem was ouside. Also, technically there really wasn't a problem in the first place because I was *in-range* (720/220) of the service I was sold (384-1500/256). They were just being great people in my case. | |
