Every isp should have speed test servers that are on the users' network
Of course they should, but many won't. They don't want their customers to know their actual speeds. When they get crappy results from an off-network speed test, the ISP can just blame it on that site. When it's on the ISP's network, there's nobody to blame but the ISP.
