Group policy

Can someone help in step by step in making a power user. I have other users on my system as limited and I want to be able to give them more rights thanks!

Start > Run:
type control userpasswords2
press enter.

Click on a username, then click Properties, go to the Group Membership tab and an option for Power User (or Standard User) should be there.
