Ontario moves to protect drinking water

TORONTO -- Companies that take water from Ontario's lakes and rivers will have to pay for that privilege under new legislation, Environment Minister Leona Dombrowsky said Thursday.

"We will charge,'' she said, adding that, "I'm not sure what the structure's going to be that will assign that."

As the Ontario government begins to work on new legislation to protect the province's drinking water sources, it has released a discussion paper and launched public consultations "to ensure our legislation is fair, practical and effective," Dombrowsky said at a news conference.

The discussion paper, which sets out a framework for water source protection plans, also invites discussion on two key issues: whether water bottling and other companies have to pay for the water they take out of the system and how to strengthen the rules surrounding water-taking permits.

However, Dombrowsky said she'll wait to see what recommendations come forward from the consultations as to whether water-takers should be charged for a permit or on a volume basis.

It would be a Canadian first for Ontario to charge water-takers by volume, she said.

In December, the province put a moratorium on new water-taking permits. Currently, there are 5,300 water permits that have been issued, and some allow companies to take millions of litres of water out of the system daily, Dombrowsky said.

But the province doesn't have a system to track how much water is being taken out on a daily basis, nor does it know whether the system is being damaged by the volume of water being extracted, she said.

Environmental groups applauded government's moves to protect watersheds, but suggested that it may take years for this legislation to be fully implemented.

As a result, interim measures have to be taken immediately to ensure the province's drinking water is protected."

I think this is great move and hope it continues because Georgian Bay is to low as it is.

This is a tip of the iceberg. Water regulation in the wake of the Walkerton disaster (thank you, Mike Harris and a Kobel boys) has changed.

Every water system in every building, excluding private homes, MUST have an MOE approved water purification and testing system installed in the next two years. Otherwise the building must be closed. Dairy farmers must provide water to their barns that is purer than that required in their own homes (0/0 levels of contamination). Rural communities will change dramatically in the next few years.

BTW, the water levels in Georgian Bay are not grealy affected by water taking. The warming of the envorionment through the depletion of the ozone layer has more effect. And the levels of Georgian Bay are also cyclic.

Yeah I know they are cyclic, I was snorkeling in Point Au Barrel and there were waterlines below the water. lol I know this won't affect the level but it is a good thing to continue with because you can just take water out and sell it with only the cost of taking it out.

Where there is no municipally treated water, then yes, it will be coming.

I think I would still like to see it in every new home, municipally watered or not. Remember, the largest outbreak of cryptosporidium was in Milwaukee.
