 its not working for me why

i unstalled 3 times that did not work i get i get a error message that says no service offers received when i try to run it i can't log on to the net useing verison if i don't have tcp/ip so i don't know if there is something there but anyways i can't get it to work please help me windows 98se and yes i do have dial up networking installed
