No...you don't have to have cable per se. You only have to pay for it and not get it (there is a connection fee) on top of what you pay for the HSI services. Enjoy!
(Charter is the only cableco that has dropped the non-video fee)

1 edit | If the charge is for the USF, it should be cheaper for DSL Lite customers since it's based on a fixed percentage of the circuit price. Lite is $22 and regular is $33.60. But Lite customers are also going to be charged $2.97. |

There is no "extra" charge for Time Warner RoadRunner, at least in my area, if you don't have cable TV service. |
