The average Bit-rate on full quality DivX is quite low. I wonder if there is a way to stream a DivX file.

It is possible to stream DivX, but it is a CODEC that is meant for archival. Things get UGLY when you try to stream it - instead, look into NSV. It is a wavelet compression CODEC (VP3.x and VP6.x) that makes extremely small files and is streamable rather easily with the same quality. (And it is free)

Now why am I bringing this up?

Too many "video on demand" places are too busy trying to imitate - not innovate. ;> Newer, better, faster means are HERE and are FREE no less...

there's already services which offer downloadable movies (although I can't find the link) for $2.99. You download the movie, hold it for 30 days and can watch it for a 24/hr period. Then again, if you have 3mbit lines, you can stream movies at a very high quality with divx/xvid compression.

Look for the Shoutcast forum, then click the link that takes you to "Nullsoft Streaming Video". That should answer your questions for the moment - but as you play with it, you will have more. Extremely beta stuff, but I have been successfully playing with it for over a month now.
