| Upstream caps I believe you are mistaken on your assumption of upstream limits for the US companies. These are the normal upstream limits that most of these providers have:

COGECO ------ 384kbps ----------- 48KB/s
kbps = kiloBITS per second KB/s = kiloBYES per second
As you can see from the rates I've posted- Cogeco beats out most of the US providers as far as standard upstream limits. You have the advertised limit (kiloBITS per second) confused with the normal actual transfer rate (kiloBYTES per second). These are basically the same numbers, just divide the kiloBITS per second by 8 to achieve the other number.
Also, consider that most US companies charge $39.95/month for their basic package- although this is currently the same with Cogeco, keep in mind the exchange rate- we are definitely paying less.
