It is depending of the contract.
I have the slower one :
750 Kbps (max.) Down and 128 Kbps up
(no insurance for the speed)
The faster one : 1 Mbps (max.) Down and 128 Kbps up

Those two are the basis contract, there is business contract.the faster one is 1 Mbps Down, 512 Kbps Up
But they assure : 256 Kbps Down, 64 Kbps Up

Of course for general one (single user like me), there is difference depending the TelCo. As example, when I was living in the capital (Brussels), I had speed approching 80K/s with the trailers on the apple site, right now I'm living in a little city and I have 25K/s with the same site.
I need to check the line and if there is not old phone that can make some interferences.

my god, you're terrible slow, i live in Kortrijk (small city) but my normal speed is above 200kB/s !!!

 if you step away from belgacom and switch to broadband then you could choose Telenet which says: down(max) 10mbps/up 128kbps . now there's a rumour about capping at 4mbps with some of the cable modems.
I had personally a year ago got over 900kB/s = 7.2mbps but if you check with the speedtester at dslreports.com , telenet-ops.be is the fastest broadband provider internationally and some guy (xroot) has 15000kbps on telenet-ops.be the last 5 days.
