I know it sounds crappy what they are doing, and I don't like it either, but from a business/isp point of view it makes sence. Think about it - if you're on a business tear and you use your connection for e-commerce, voip, vpn and other mission critical applications, your paying the big bucks not just for speed but reliability. If it goes down for an hour or drops unreasonable amounts of packets the business looses lots of money, while you get very frustrated and ruin your day. They should have atleast told you about this before downgrading though, and it does sound like their pipes are way over-subscribed, and while that is how ISPs make money, if they are so oversubscribed they can't provide service that is never acceptable.

Oh, I do understand the difference between business and residential tear plans. But to lower packet priority on different levels of residential packages doesn't seem right.

You are correct that they are way over subscribed. They even commented about how over loaded that site is. One of the network admins said they are working to upgrade it, but I have been hearing that for over a year.

Finally, that is absolutely right that the information about packet priority should be disclosed. They shouldn’t just say that they limit bandwidth. That is misrepresenting the service.
