Fess up? Thousands of ISP's across the country do this, they know it, and they don't care. Even if you get them to admit it, they aren't going to do jack about it unless they are financially stable enough to purchase more bandwidth and still be able to profit. Bandwidth is not cheap, and it's all too common for small ISP's to end up oversaturating their bw because of it.
