I agree with you, at the moment, I'm trying to download the iPhone welcome video from Apple, its 173MB and downloading at 100KB/s max, and its zipped. As soon as it hits 100KB/s, it drops down to about 75KB/s then fluctuates from there. Where the hell is my 8Mbps? I pay for RR Premium in the Mid-Ohio region. I don't get anywhere near 8Mbps and can't stream a damn thing. I only decided to download this video because it wouldn't stream from Apple's site. I should be able to stream the large version with no problem, I could before they implemented this packet shaping BS.

Hard to answer if FIOS will be available soon, but if you look at the second statement in relation to the first statement, I would be willing to bet FIOS is right around the corner, which is why your TW speeds have 'suddenly' stabilized.

I would also be willing to bet that if Verizon was laying Fiber in MY neighborhood, TW would make sure MY speeds would suddenly 'stabilize' as well.

Ya never know... it could be TWC laying the fiber... maybe even to Verizon's office...

...or it could be unrelated to either companies services... it could be a 3rd parties fiber...
