Try posting your issue over @ the AT&T Direct forum. Follow the forum rules & include your account number, contact info, etc etc, as well as the problem. AT&T techs there will take a closer look & see what is going on.

Also, have you tried syncing your modem @ the NID to see what speeds you get there?

my guess is

his DSLAM hasn't ramped up yet. Either that or it failed. it's a pretty quick fix in the direct forum. There's quite a few that look for [upgrade failed]
