Lightning Link is static

Lightning link in Rochester, NY uses static IPs, not dynamic.

Lightning link in Rochester, NY does use dynamic IP assignment. However, as implemented, the IP addy will only change if some network house cleaning is done. The result is the most static dynamic IP I have seen, but 'legally' not static.
