Of course you can pay Telco an arm and a leg for a truck roll to dispatch a repairman. Or you could have signed up previously with Telco on their IW repair insurance plan, which adds a monthly charge on your phone bill to make you feel secure that a Telco tech will come out and fix something that almost never fails. The demarc is the terminal interface between the CO loop and the subs IW.
