President urges full coverage by 2007

"We ought to have universal, affordable access to broadband technology by the year 2007," said President Bush today in a speech primarily about home-ownership (Reuters). "And then we ought to make sure that as soon as possible thereafter consumers have plenty of choices..." the president added. Statistics from February indicate 45.15% of Americans currently use broadband. 54.85% still use dial-up, with ten percent of internet users still surfing at speeds less than 28kbps. Judging just how many homes have access to broadband has been difficult to determine, since FCC data collection methods are frequently criticized. Earlier this year FCC Commissioner Copps even faulted FCC collection methodology, taking particular issue with how the FCC considers one broadband connected household in a zip code to mean that a zip code is "serviced".
