Judging just how many homes have access to broadband has been difficult to determine, since FCC data collection methods are frequently criticized. Earlier this year FCC Commissioner Copps even faulted FCC collection methodology, taking particular issue with how the FCC considers one broadband connected household in a zip code to mean that a zip code is "serviced".
