Why? Regardless of what you might think, profit margins are tight in the Telco Business. Don't get me wrong, I still don't like them as a company, but I deal with them a lot more than the average Joe. Even taking into fact that they are a phone company, go they have a ways to go.
Verizon's internal ISP (VOL) has been losing money since the very beginning (and they keep lowering their rate so they can lose money even faster). Expanding at the wrong time, adding a bunch of tight fisted consumers who may never become profitable might capsize the whole ship. The telco business is also wary of investment do to the fact that the Feds might come in and add additional regulations that make solid profit even more far fetched.

Have you run an ISP, or any business for that matter? With so many people buying how could you possibly come to the conclusion that they are over priced? When you are a setting a price for your product the marked determines price, not some vengeful CO with an evil laugh. Price is set to maximize profit (much like you would do when you get two or more potential employers to bid for your services).
Let's say I am selling widgets and I am trying to decide between $10.00, $100.00 and $1000.00. At $1000.00, I am able to sell 15 units and generate revenue of $15,000.00. If I price the unit at $100.00 maybe I can sell 180 units and generate revenue of $18,000.00. Let say if I set the price if $10.00 and sell 2000 units. Now I can generate $20,000 in revenue. However, the cost of producing the extra 1820 units might exceed the additional $2000.00 generated by lowering the price to $10.00. In that case it would make more sense to bill at $100.00 (or even $1000.00 if the math works out). Even if the total cost is the same whether I build 15 units or 2000 units, I still might choose to charge $1000.00, have $5000.00 LESS revenue and deliver top notch quality service. It's all in what business you want to be in.
Comcast is a bottom feeder and a price leader (in most cases). I hardly think their prices are outrageous.

Uhhh.....folks in affluent tend to spend more? The chances of higher market penetration are much higher in affluent areas so it tends to be a good place to invest your dollar. It's the same reason that builders tend to build higher end homes in affluent areas and you don't here anybody complaining about that.
You'll also find that Old English, Bud, and Schlitz sell better in less affluent areas, whereas premium wines sell better in affluent areas. Funny huh?
