All the franchise fees that municipal governments eagerly collect from telegraph and cable TV subscribers are supposed to be used to keep track of where all of this stuff is underground. Someone needs to investigate why certain municipal governments are not taking this responsibility seriously.

Q: I need to dig very close to the markings. How deep are the underground lines? A: The depth of underground facilities is variable, therefore state law requires excavators to use non-mechanical means when digging within 18" of a marked underground facility. The current depth of a facility might not be the same as when it was originally installed, due to soil erosion, grading and many other factors. To ensure the safety of excavators and avoid utility disruption, it makes sense to hand dig when working near an underground facility.
Utility location records are very often inaccurate, especially when pulled from old drawings. Consider what heppens in a case where the records are off by 4 feet (not uncommon). As a contractor, you know the utility is there, and you plan on hand digging within 3 feet (more caution than what is required by law). So your backhoe operator is proceeding as planned, when boom! you've pulled up a gas line.
Of course you can hire lots of people to hand dig the whole thing. Then you'd protest the cost of the services provided. You do get what you pay for.
I doubt that Billy Bob's Backhoe and Lawncare Service are the contractors. The records are off. | |

| There are other possible issues Its not as easy to miss lines as you guys think. I am an engineer at a mainly surveying company. I guess it depends how they went about digging up the street, etc. The survey company might have been off, or maybe whatever plans they were using could have been off, or like was noted, the company digging probably are a bunch of morons. But there could have been other factors in this besides the people digging. Not sure how tight of control the surveys are in Florida. | |

| Locating Underground utilities and Contractors
as a former supervisor of a underground utility locating company contracted to the likes of SBC, Verizon, etc, it's not as easy as it looks to get a large project to run smoothly. Locating the buried utilities and marking/flagging them is just one part.. it is up to the contractor installing the new facility to VERIFY the depth and direction of all underground utilities that may be in conflict. It is the responsibility of the utility owner or their contracted representive to mark their plant as accurately as possible within a reasonable time (as mandated by state laws, which no 2 states have the same requirements) or work out a schedule with the contractors.. but even that can not work as planned. Depending on the age of the prints.. they may be a guide, but accurate.. I would guess their not. And prints only tell where in the street or terrace the utilities are, but not the depth.. and believe me, I would not trust and printed depth unless it was exposed first. Of course, what may be 3 ft down in one spot is now 5 ft or maybe 1 foot underground just a couple of feet down the line.
I have only seen 1 gas/electric utility owner who's "prints" were within 90% accurate, but I also know they were working hard to get it to 99%. Also, I bet the contractor(s) are working on a drop dead time line with penalties..
I could go on and on about buried utilities and all the good/bad issues, but the stop order was the right thing to do. Luckly there was no loss of life. | |

| Re: Not Verizon's failt Locating is not an exact science.. and the deeper they bury the utilities, the more inaccurate the locating equipment will show the line. In some states the mark is allowed to be 18-24" to the left and right of the mark.. allot of people do not understand that.. so they dig 6 inches off the mark and// wham.. when the marks are really off, there can be other issues that make the equipment read incorrectly.. like gas on top of electric, throw in some CATV, and some good old MaBell fiber.. and your pulling your hair out as your equipment jumps all over the place.. then we get into the realm of old plant.. copper cables 30-40 yrs old.. cut off and buried as new was put in.. or old steel gas lines abandoned.. the telco locator comes in and marks.. but has no idea about the old gas lines.. so he bleeds off onto the old gas line.. and probably the gas locator doesn't have the old lines on his prints either, so they can't catch the mis-mark.. as far as which side of the street the utility is allot of phone prints just tell you there is something buried along the street.. maybe on which side.. but that's just a crap shoot sometimes..
for the small sewer line.. that's easy to mess up.. if it does not have a trace wire.. and the print measurements were inaccurate when it was installed.. or a contractor "moved" it out of the way because it was in his way.. it's going to happen.
To be honest, there is so much active and abandoned stuff in the ground, it was not until a few years ago that utility owners were mandated to track their abandoned plant or remove it.
A "trained" Locator who knows his craft can overcome allot of these issues, but they are not perfect. It take 1 yr or more to get a locator feeling comfortable with his job.. but along the way, he will have a damage before the year is out. Even the Veterans with allot of years take hits too.. it's not perfect.. but they try with what they have to work with.
Contractors.. there are some who excel in hand digging or using a vac truck and verifying where the cables are located.. and if they can't find them.. they imed call for a relocate and talk to the locators.. and work closely with the locators all the time.. I enjoyed working with them.. but then you have others who use the "hi-ho" or backhoe machine to do the digging to find the cable.. and yup.. they find them! There are also contractors who knew the lines were there, but just cut right threw them anyway, because time is money.. or as the locator is putting down his paint and flags, the bulldozer is right behind him ripping it all up..
So my hat is off to the professionals who work 24/7 to protect the lines, and the contractors who follow the local laws and dig safe.. and who work together..
p.s... allot of old sewer lines.. do not have trace wires.. so it's measure by print.. fun eh.. | |
