Comcast and Qwest are battling in Utah over Qwest's desire to serve developments with fiber and IPTV service. Qwest wants Salt Lake City to forgo franchise build-out rules, so it can focus on serving new developments - where they thus far have been offering fiber lines, strangely capped at 1.5 & 5Mbps. Comcast has slammed the telco for redlining.

Utah has been a hot broadband battleground, where both companies have been dealing with the Municipal Utopia fiber network, which offers 10Mbps connections for $40 a month. Qwest's solution has been to file lawsuits, while Comcast has been offering uncharacteristic price-cuts to try and compete.

Firm offers cable TV connection via power lines

ROXAS CITY -- For the first time in the country and probably in Asia, the Capiz Electric Company (Capelco) would provide cable TV, telephone, and Internet connection through its power lines to far-flung barangays in Capiz.

This was bared by Retired General Pedro G. Dumol, chairman of Nextream Broadband Philippines Inc., and a native of Pontevedra, Capiz.

The new communication and information technology would soon be available after Capelco inks its joint venture with Nextream, a foreign firm that provides new technology called Broadband Power Lines or PBL.

The launching of this product was held on November 7 at the La Hacienda Hotel here.

Dumol said that two officials of Nextream are from Capiz and Iloilo. They are Ty Javillana, Chief Executive Officer, a native of Iloilo and Ronald Fesallon, chief technical officer from Romblon whose wife is from Cogon, Panay.

Provision

According to Fesallon the venture would provide broadband Internet, voice, and video services via power lines where radio energy passes through power lines.

These would be distributed into homes through a devise in the plugs a normal wall outlet and typically provides an Ethernet connection to a computer or home network.

Mixed Feelings

Governor Vicente Bermejo said that he has mixed feelings about this opportunity for the Province of Capiz.

"We have to exercise diligence in managing this venture with foresight and without losing our sight from our real mandate. Senator Mar Roxas pointed this out and I wish to reiterate this concern once again", said Bermejo.

Primary Function

Earlier, Roxas was worried that because the technology proposed would use the same facilities used by Capelco in delivering electricity, all their officials must exercise greater diligence in evaluating the said business opportunity and always weigh benefits relative to the stability of its primary function, which is to provide electricity at affordable prices to all Capicenos.

"There is a need to slowly evaluate this contract because any
mistake will ultimately be shouldered by the consumers of Capelco," Roxas said.

Background Check

Capelco for instance, must seriously look into the background,
experience and capability of the Florida-USA based Nextream to deliver the said service.

Assuming Capelco that his office would always be ready to assist in this engagement, Roxas also urged the electric cooperative to "negotiate hard for a good deal and not just grant long-term exclusive rights to the foreign proponent in exchange for an unspecified investment promise."

Also, if possible, the Senator said, public consultation with cooperative consumers should be held to increase broader awareness and gain public support.

Guests

During the launching, 10 units of computer, video equipment, language lab, chemistry software, and Lego building kits and software for their science lab were turned over to the Capiz National High School and received by its principal Narcisa Artates.

The launching was attended by City Councilor Pepe Del Rosario, representing Mayor Antonio Del Rosario, Engineer Edgar Diaz, lawyer Lolita Quisumbing, vice president of Capelco, Jelly Farrinas, President of Capelco Board of Directors; some local officials and several others.

I'm not sure about other parts of the country but in just about every part of metro Philadelphia (even some of the more rural areas) in which Comcast provides service, you can get all of their digital cable packages and broadband service. It would not be fair to accuse Comcast of redlining.

Utah should pass statewide franchise law

If Utah is serious about competition between telcos and cable, they should do what Texas did - pass a STATEWIDE franchise law and have it apply to both telcos and cable companies. That way, the law is neutral about who can build where. It isn't fair to let Qwest ignore franchise rules while applying them to cable.

Or how about REALLY enforcing the laws and make Qwest follow the same franchise rules as cable. Why does everything have to bow to the all mighty telco?

Oh, yeah, that's right... The telco's have all the politicians in there pockets. Unlike cable which haven't gained that power yet.

How about as long as any provider wants to serve residents of any area, large or small, all they have to do is get the proper roadwork, right-of-way, etc. permits and have at it?

If communities can no longer vet who they want to server them and are now at the will of the state ("phew", says the incumbents, "only one place to spread our bribes now!"), then why have them at all? Aren't the restricting the free market?

Because in most cases, the locals used franchise agreements to not only gain additional revenue and services from the provider, such as local programming, but they used them to try and keep the provider in line with a set of standards for customer service.

If it weren't for franchise agreements, you wouldn't have local cable offices, you wouldn't have local tech support, the crappy customer support you get now would be even worse if existent at all. Just think about the crappy service you hear everyone complain about with cable providers. Now get rid of franchise agreements at the local level and you can expect those complaints to be even more frequent.

Oh, I completely agree with you.
Thing is, in Texas, those local franchise agreements are now gone.
So why even have franchise agreements at all anymore? State's already regulate the various permitting process. What's the point of a state franchise agreement? More streamlined paperwork? Or perhaps a way for politicians to still get a little more palm grease to lockout disfavored competition...

One of two things

Either Utopia is laying fiber near the house, or Qwest/Comcast are running scared and inserting more fiber.

I am pretty certain that Comcast has fiber to a box and copper to the house in my area (about a year or so ago), but I also notice that a lot of neighbors are still using DISH (and others) instead of cable. I also see Comcast working on the green street boxes almost every week, so I am not too sure how well the cable is working. (I still have the old fashion antenna pointed at the Farnsworth peak antenna farm).

Now, I hope that I can get a better deal on Utopia than I am getting on my Qwest services and maybe a more intelligent selection of TV channels than Comcast forces on people.

I have had CC internet since the start-up here in the Layton area. I can tell you for sure, my service has been more-than good; it has been great. My speed and connection are always working as advertised.

As for the competition with Qwest, ha ha what a joke. I will not trade my 6mb cc for 1.5 qwest. Utopia, has not come to Northern Utah, yet, so no price break. When Utopia, does get this far north of SLC, you bet I will be checking their service plans. Oooh Yea! CC, can you smell what Utopia, is cooking?

Qwests fiber is capped at 1.5 and 5megs? why even bother crippling fibre that way. We'll NEVER see 15/2 cox here with cox's only real competition being qworst.

Back up in the boondocks of northern Ontario (population 1000 to be exact, 200+ miles from nearest McDonalds), most residents have 5Mbps with 1Mbps uplink for $37.95 CDN, and doesn't require TV.

Don't go spouting those "LIES" - the reason why the US does not have as good of broadband as other industrialized countries is because our population is spread out. Serving areas like you describe in Canada should cost $$$/month for 200k, or at least that is what we have been told.

The population is spread out "lie" is just as bad. Sure if you are trying to run lines to every farm house. But the argument doesn't hold water when you talk about major cities. Why couldn't they wire New York or San Francisco? The population density there is just as dense as other industrialized nations. Or am I to believe they won't run fiber until they can run it to each every house ever built, just to be fair to everyone.
