The mayor of the town I work in recently stopped my my work to talk about a variety of upcoming construction projects that would have an affect in the area. One of the things he commented on was an ongoing project to completely upgrade and separate storm and sewage sewer lines. He said that in many cases, they had to refer back to a several decade old notebook they just happened to stumble on in the archives to determine the location of old sewer lines. Other then that book, there was no maps or anything. And the book was even cryptic as it was the notes book a previous city engineer kept everything in.
My point is in some areas, the company in charge of coming out and marking lines isn't at fault because the actual utility owner kept bad records.
I would imagine that the type of infrastructure upgrade has a lot to do with the number of "hits" the contractor does. I'm 28 years old and in my relatively short life, I have never seen a major infrastructure upgrade where a complete neighborhood has been required for cable tv, telephone, cable, etc with the exception of fiber. This isn't just about stringing up new wires on a telephone line or burying a new trunk, it's going into each and every neighborhood in a city or town and laying miles of fiber everywhere. You are going to have a lot of criss-crossing of wires and pipes and whatnot, and issues like this are bound to happen, especially if the existing infrastructure isn't marked off. -- Go Colts | |

They (utility company) has to call cable locates, and locates comes out, sprays the ground, plots it in their records, and leaves the mark on the lawn, or sidewalk, etc, to show the company where they SHOULD bury. Often, the line is not followed exactly, as the construction workers might run into scenarios where they have to re-route at the last minute when the backhoe/boring machine is on site, and a problem with the selected path comes up. Instead of rescheduling locates, usually they just bury it and never report the change. How about the City either fine the locates company, or make the utility company come out and re-establish where their lines are with underground sonar, or something. | Maybe in your local it's done that way, but around here there is a utility service company that comes out and marks everyone's line for the actual utility. It's quicker and easier for everyone involved as if you had to coordinate 6 or 7 utilities to come out and mark their lines, it would take forever and have quite a bit of duplicate efforts. -- Go Colts | |

I used to work for the city water treatment plant and every time a company wanted to dig, we went out and marked only our lines.
The power, gas, phone, and water companies would all come out and mark their transmission lines with flags or different colored spray paint.
I've never heard of a another company/service marking another companies/services lines. Who the hell would want a cable company coming out to mark a gas line, that's nuts. | |

| i have FiOS just outside of Tampa
It's not Verizon as much as it is their contractor Mastec. When they laid the lines here they cut off my RoadRunner. When I went to confront them no one spoke English.
But the service is awesome, internet is twice as fast as Roadrunner ever was (even though they claimed the same speed). And they are the best deal for HD tv outside of DirecTV | |

| It is the county's fault I know someone who does geographic data for many FLa counties.
They are having serious problems. A large amount of their data is wrong. Seems when a development is built, a preliminary set of drawings is used.
After it is completed, it is supposed to be reinspected and any changes verified. The inspectors just sign off the old drawing and never verify anything in the final build.
Then someone complains about a neighbors fence being in their yard. The go to the county and the drawings show the property line runs right through their living room.
Many counties are spending a fortune to re-survey everything and integrate satellite imaging, utility info into one database that is accurate. -- Scott Henion

Bob Draper, owner of a home on Commonwealth Drive in the Spring Ridge condominium development, told the committee that contractors who were laying lines along the street in early January broke a water line, flooding his front lawn; cut an electric line, knocking out street lights; cracked his driveway; and left "a muddy mess" for three weeks.
