There was much debate in 2004 over a bill in Pennsylvania that imposed restrictions on muni-broadband operations. Essentially, it required towns and cities to get Verizon's ok (a right of refusal process that all but crushed muni-broadband in the state) before they constructed their own networks. Similar to many other bills we've covered over the years, the only reason it was noticed by many was because it stood in the way of Philly's ambitious citywide Wi-Fi project. The publicity of that debate tempered Verizon's legal ambitions on that front slightly. Now, Lancaster Online reports that a new bill would amend the controversial 2004 law, allowing citywide broadband efforts to move forward freely.
