In order to gain government approval for its acquisition of BellSouth, AT&T was allowed to conveniently author their own merger conditions (pdf), which the FCC boldly stated they probably wouldn't enforce anyway. Among them was the promise that they'd offer $10 DSL and "naked" (aka standalone, no landline) DSL service territory-wide.

AT&T began offering $10 768kbps DSL to comply, though they neither announced or advertised the price point in the hopes that nobody would notice. AT&T's new CEO informed the press that AT&T didn't advertise the tier because nobody wants it.

As for naked DSL, the company had twelve months from the date of merger approval to offer stand alone 768kbps DSL service for no more than $20. This has yet to be offered to consumers. The company is offering a variety of new naked DSL options, but they aren't consistent across markets.

It is offered in California to comply with conditions of the SBC acquisition of AT&T, though for a dollar more than the DSL & landline bundle. AT&T at the time said setting that price was "a way to let customers know that buying several services at the same time is always the best value."

In August, BellSouth users on Ultra or faster tiers discovered they could get naked DSL if they called up and asked for "bundle 96." In September, our users in Connecticut noticed they could get 1.5Mbps naked DSL for $23.99, or 3Mbps naked DSL for $28.99. Most users were confused until an AT&T insider finally leaked the exact order process:
•Call the AT&T Dry Loop department directly at 888-800-4095
•Ask to switch to "DSL direct"
•If they give you a hassle, say it's a retention offer
At the time, this appeared to only work in a certain number of markets. CNET is now claiming you can order it in the following states: AL, AR, CA, CT, FL, GA, IN, IL, KY, LA, MI, MO, OH, NC NV, SC, TN, TX. I just signed up yesterday evening for the Pro service for 28.99 in Texas. One note however the phone number listed above I think is only for the Midwest division, you will be routed to a different number for Texas. I think it is the Fiber Sales department. I don't have the number with me or I would post it.

No. When I spoke to a rep to order naked DSL, I was told that is only offered to those that want U-Verse. The 1.5 mbps and 3.0 mbps are only offered for the dry-pair DSL. Yes, I did order mine earlier this month. What I found rather interesting is the rep told me if I would've ordered DSL with a phone line I would've been active within a day. When ordering the dry loop, it takes them a week before it becomes active. I ordered on November 5th and was told it would be on on November 15th. I checked throughout the week and lo and behold I was active on November 12th (Veterans' Day observed).

May not be better value if a customer does not need said other service....

I have a cell phone, and it serves as a primary number for me. If I want DSL I shouldn't have to purchase a phone service also to get a cheaper rate. I won't benefit from the 'value' of this added service.

If they didn't jack up the price of the "naked" service, that would be true. But when you can get DSL+basic phone for less than DSL alone, they are correct in stating that multiple services is the best value, even if you never use the phone line.

That may be, but the customer is the one who should be making this determination, not the seller of the service. This is typical monopoly-speak by AT$T... we know whats good for you, you will buy our DSL and you will also buy a phone service to go with it, we dont want people to realize that land lines really are outdated and useless for most consumers and a way we can gouge all of you a whole lot more that you want us to.

Exactly. Back almost 3 years ago when I was looking for non-cable broadband I went with Speakeasy because they didn't require a voice line. At the time it was $6/mo extra for a "dry" line but that's alot cheaper than $30+/mo.

dry loop dsl (naked dsl)

I signed up 2 months ago using that number and it is the southwest #. I got transfered around and 45 mins later cut off. I then called the exec office of AT&T explained what happened and they took care of me. FYI - in oder to pay your naked DSL online at at&t they have to input your account number as a phone number into their database other wise you must mail a check of pay over the phone. You will most like need to contact the exec office. Info for that in on the consumerist website.

I called to order dry loop in Cleveland, OH on Nov 13th. I placed an order for the Pro (3000/512) tier @28.99/mo. I then called back on the 21st to check on the order status. They said they had NO record of my order and put me through the order process again. They said my turn on date is Dec 4th, but I have not yet received my modem....

That's really funny. I just got married and the 768k package suits us perfectly. Browsing is snappy and the XBox360 works like a charm. We'll upgrade when we feel the need to, but I don't see it happening anytime soon.

Yes, I also want naked DSL at the highest possible speed, Elite currently. If Verison FIOS was an option I would jump through hoops to get it. The ATT CEO is either grossly misinformed as to what his customer want or he's a deliberate lier. Here's the thing. Broadband users are generally technically savy and they know POTS is a rip-off. VOIP is cheaper, offer more features and is almost as good in voice quality.

Naked DSL

Well AT&T doesn't serve my location.. its actually Windstream.. although it shows Altel still.. anyways, really don't know about that.

What I do know, is I would like this provided in my Location..I have a cell, like the guy up above mentioned which I use as my primary phone.

Being forced to have a land line is not something I enjoy..

Windstream has a semi naked DSL called Greenstreak that is offered all over their territory. It's normaly $5 more than their bundled DSL for any speed package.

However it comes with a land line. Incoming calls are free, 800 number outbound and 911 or any of the free 3 digit numbers are free. You can use a calling card with an 800 number to use the phone to call LD. Local calls are 10 cents a minute.

Maybe I'm missing something. I am currently on 3MBps for $25 + ~$10 for the landline. You guys say I can ditch the land line and get naked for ~$28. So we're talking a grand total of $7/mo savings. Is that it?

$10 POTS = $20 after taxes/fees/unfees/USF/FUSF/bonds , etc.

Lets put it this way:
POTS Unlimited = $40/month (+$4.99 Canadian for me), = $60/month after taxes/fees/unfees/regulatory BS.

POTS Unlimited = $40/month
We're not talking about Canada here. There is no need to pay 20 for POTS with At&T (at least in California).

My phone bill with At&T is as follows.

$24.95 Internet (3mb)
$5.70 Metered local phone service with no long distance
$~5.00 Taxes and "Fees"

Total Bill = ~$30.00

It looks like Stand Alone FastAccess is now called FastAccess DSL Direct.

It now looks like you can get any tier of FastAccess DSL without POTS.

I think that this FastAccess DSL Direct 768 for $19.95 is offered now because of the conditions imposed under the FCC merger agreement.

Can Be Done in Central IL

I am in the central IL AT&T market. In October I cancelled all AT&T services (DSL, landline, Dish) and switched to cable internet, TV, and Vonage. When I called to cancel the DSL the CSR willingly offered 'dry loop DSL' as she called it. Funny thing was that she didn't know how much it was. I confessed to her that I knew about the 'dry loop' and that it was $28.99 for 3 meg which is what I had been getting. However, I told her that I didn't see the logic in paying $29 for DSL alone when I have a bundle deal with cable for $1 more, which is over 3x the d/l speed and twice the upload speed.

So, at some point in the future with Comcast taking over our cable market I expect speeds to decrease and/or prices to increase. It's nice to know that I can switch back to DSL for under $30/month and still use Vonage.

I hope you still have some DSL as a back up. Couple years back my cable was poor in staying connected. Called customer service and they said it would be a week to fix even after I told them I was using Vonage VOIP as primary number. Went back to DSL and DirecTV and quality of service of both is terrific. DirectTV is all digital whereas the low channels of Comcast was analog here north of Atlanta.

Have it in Alabama!

It took me two attempts over a couple weeks and frustration with Charter to try the second time but I have it in the Birmingham area. 1.5mbit/256kbit service for $37.95 ($32.95 for DSL and $5 for the dry loop). Still cheaper and faster than Charter's "5mbit" service I had.

I just called (11.29.2007)Bellsouth/AT&T and was able to get just DSL without phone service with no problems are issues. I just asked for it and they said okay. So now I pay $47 plus taxes and fees for 6 Mbps/512 Kbps - Actual Speed 6.1Mbps/475 Kbps DSL.

I tried to sign up for AT&T dsl service today and was told that if I wanted naked service (the salesperson called it dry-loop) that it would cost the same as if I purchased telephone service.

so I actually received a flier about this offer in the mail back in september. that order was mysteriously canceled a few weeks later, as well as the order after that. I have now ordered dry-loop dsl for the third time. I hope it works out this time...
