AT&T: Verizon, Google Deal 'Positive Sign'
AT&T playing assigned role as casual observer

Part of the reason Verizon has been so reluctant to call their collaboration with Google a "deal" or "arrangement" (scolding news outlets who do so like bad puppies) is because they don't want the deal romance seen as just two major corporations trying to use their size and influence to craft regulatory policy with little to no real substantive consumer protections (even if that's precisely what it is).

AT&T, who frequently works in perfect symmetry with Verizon on lobbying tactics and manages an almost endless list of telco lobbying operations with Verizon, has remained uncharacteristically quiet so far for exactly the same reason. Still, AT&T figured it probably wasn't believable to remain dead silent, so yesterday AT&T exec Ralph de la Vega casually complimented the deal, calling it a "positive sign":

"It's a positive sign that shows that those two companies can agree on something as different as net neutrality," Ralph de la Vega, head of AT&T's consumer and mobile divisions, told analysts during an investor conference on Wednesday. He called it the right step forward in coming up with a reasonable agreement. . . De la Vega, meanwhile, said he hopes the industry can use the proposed framework to come up with a reasonable agreement.

Given AT&T's history of working with Verizon in lock-step with nearly all lobbying issues (and their mutual interest in gutting the FCC, preventing Title II reclassification and keeping neutrality away from wireless and AT&T's crippled Android phones), it's impossible to believe AT&T didn't have at least some role in the agreement legislative lambada. AT&T's playing restrained observer to ensure the deal love affair appears to be about a bridging of discordant minds -- and not about a bunch of the wealthiest corporations trying to dictate telecom policy (aka, business as usual).

Below the surface, you can expect Verizon and AT&T to begin using their army of think tanks, hired PR consultants, policy flacks and lobbyists to start pounding a unified message over the next several weeks. Namely, the message that this largely-empty framework aimed at preventing ISP Title 2 reclassification and protecting wireless revenues is a great boon to consumers and lovers of balanced compromise everywhere, and anyone who thinks otherwise is the very worst sort of unreasonable and radical contrarian.

The FCC will be able to do nothing since the telcos will send enough money to the congresspeople and the FCC so that they agree with whatever the telcos want. This is plutocracy at the worst.

MYTH: Google has “sold out” on network neutrality.
FACT: Google has been the leading corporate voice on the issue of network neutrality over the past five years. No other company is working as tirelessly for an open Internet.

MYTH: This proposal represents a step backwards for the open Internet.
FACT: If adopted, this proposal would for the first time give the FCC the ability to preserve the open Internet through enforceable rules on broadband providers. At the same time, the FCC would be prohibited from imposing regulations on the Internet itself.

MYTH: This proposal would eliminate network neutrality over wireless.
FACT: It’s true that Google previously has advocated for certain openness safeguards to be applied in a similar fashion to what would be applied to wireline services. However, in the spirit of compromise, we have agreed to a proposal that allows this market to remain free from regulation for now, while Congress keeps a watchful eye.

MYTH: This proposal will allow broadband providers to “cannibalize” the public Internet.
FACT: Another aspect of the joint proposal would allow broadband providers to offer certain specialized services to customers, services which are not part of the Internet. So, for example, broadband providers could offer a special gaming channel, or a more secure banking service, or a home health monitoring capability – so long as such offerings are separate and apart from the public Internet. Some broadband providers already offer these types of services today. The chief challenge is to let consumers benefit from these non-Internet services, without allowing them to impede on the Internet itself.

MYTH: Google is working with Verizon on this because of Android.
FACT: This is a policy proposal – not a business deal. Of course, Google has a close business relationship with Verizon, but ultimately this proposal has nothing to do with Android. Folks certainly should not be surprised by the announcement of this proposal, given our prior public policy work with Verizon on network neutrality, going back to our October 2009 blog post, our January 2010 joint FCC filing, and our April 2010 op-ed.

MYTH: Two corporations are legislating the future of the Internet.
FACT: Our two companies are proposing a legislative framework to the Congress for its consideration. We hope all stakeholders will weigh in and help shape the framework to move us all forward. We’re not so presumptuous to think that any two businesses could – or should – decide the future of this issue. We’re simply trying to offer a proposal to help resolve a debate which has largely stagnated after five years.

I'm not surprised that AT&T is okay with this as they are they have the worst customer support system ever and screwing the public is what they do best.

Yeah I know. Since no school in the country has internet access for students, no public library has it and your kids are required by law to have a broadband connection at home I see your point.

If the Verigoogle gets their wish, AT&T will reap the benefits.

If the deal doesn't go through, AT&T can say 'Hey, this wasn't our idea'.
