Concerned that the nationwide broadband network will strengthen telco monopoly

Last week the government in Australia announced that it was seeking proposals to build an $8.8 billion nationwide broadband network. Australian telcos have expressed some concerns that the bidding process is heavily biased in favor of Telstra, the nation’s dominant telco which was previously owned by the government. Telstra is exacerbating those concerns by making media statements that the company does expect to be the one that will win the proposal. In response, telcos are coming together to draft letters to the minister about the issue citing their major concerns as being that it will encourage a monopoly in the industry and disadvantage other telcos due to the lack of public scrutiny surrounding the issue. The Australian government assures the telcos that their interest is in moving Australia forward in the global broadband race and that they’ll be reviewing all proposals fairly.

I'm not the smartest cookie but 8.8 billion is a lot of money.

Nearly $420,000 per resident? They have about 21 million blokes. 99% of them live in Sydney or Melbourne. Are they each going to be given a house and a dingo with this broadband?

I hope my math is correct.

No, your math is off. That comes to $419/resident & not $420,000/resident.

Conroy faces one of his greatest policy tests in his first year of government: delivering Labor's promise to begin delivering high-speed internet to 98 per cent of the population by the end of this year.
No matter who gets the contract, no company or group of companies will be able to meet that ridiculous target and timetable. Minister Conroy and his Labor party made a promise that is a flat out lie and impossible to meet.

Monopoly

If you're going to have one company build out and own the whole network, won't it be a monopoly by definition? The best they can hope for from anyone are sharing and reselling requirements, I would think.
