Last week Charter gave their customers a bit of good news by informing Broadband Reports that the company has no plans to impose metered billing, or for that matter even enforce their recently created "soft caps." The company dropped another bit of good news on customers this morning, by announcing a suite of new speed upgrades for users. According to a new Charter website and Charter employee Eric Ketzer, the company started bumping their "Express," "Plus" and "Max" speed tiers last week, and users need to power cycle their modem to see the faster speeds.

The company's Express tier used to be 5 Mbps down and 1 Mbps up, and is now 8 Mbps down and 1 Mbps up. Charter's Plus tier has gone from 10 Mbps down and 2 Mbps up to 16 Mbps down and 2 Mbps up. The company's Max tier has gone from 20 Mbps down and 2 Mbps up to 25 Mbps down and 3 Mbps up. Prices may vary based on regional competition, but Charter's website lists the tiers' introductory new-contract price points at $30, $40, and $55 respectively.

Ketzer confirms to Broadband Reports that the freshly-upgraded 25/3 Max tier is being powered by DOCSIS 3.0 upgrades, so you will need to upgrade your modem to one that's DOCSIS 3.0 compliant. Ketzer also confirms to us that this faster speed should be available in all markets, which suggests that Charter has been a very busy company since they exited from bankruptcy late last year. As a related aside, Charter's latest earnings report shows a company on the mend.

Looking for something faster than 25 Mbps? Charter unveiled 60 Mbps service in St. Louis last year for $139.99 ($129.99 bundled), and Ketzer tells us the company does have plans to expand that service into additional markets. California should be next to see the high-end service, but the company isn't providing specific dates for the launch.

Prices may vary based on regional competition, but Charter's website lists the tiers' introductury price points at $30, $40, and $55 respectively.


It should be noted these are not regular prices, but prices for new customers. Actual prices are $15 higher. $25 higher if you have internet only.

How to tell actual charter speeds?

So how am i supposed to be able to tell what my actual speed is? With the "power boost" theyve got going I cant get a real value from the java tests and the flash just gave me a return of 20676Kbps down and 796Kbps up? And from Speedtest.net ? Im on the formerly 5Mb tier.

//edit: Just did the charter based speed test and came out @ 7.2 / 1.

Did you power cycle your modem? Personanly I can't trust speedtest.net results anymore and haven't in nearly 2 years.

You know when I try the 3 closest servers to me I'm lucky if I get it to show 5 Mbps. Explain that.

Or you could use the java based speed tests on this site. It uses larger downloads and extends the test out beyond powerboost.

I think there is something up with the new jersey one. I used that one and got 947/1063.

I used the new york one right afterwords and got something more accurate, 9914/1049.

Make sure you reboot your cable modem and then download a BIG file (~500MB). After a while (I don't know, 20 or 30 seconds???), PowerBoost will end and you'll drop back to your configured maximum speed. As long as the file is big enough, the initial PowerBoost skew won't affect the average and you should get a reasonable idea of whether or not you are getting your rated speed.

Most browsers tell you the final download speed when the transfer finishes. Do the math. If you achieved 600KB/second throughput, multiply that by 8 and you get 4,800,000 bits/second. or 4.8Mbps. That's a misleading number because TCP/IP has overhead but the browser is only counting the bytes that make up the file. It might be more accurate to multiply it by 9 or even 10 to arrive at the raw throughput. The raw throughput (i.e. including overhead) is what your modem/CMTS considers when throttling your connection.

If this approach doesn't yield the speeds you think you should get, before getting irate with customer service, try a similar sized file from several different sites. The site's geographical proximity makes a big difference in terms of packet loss (which can stall the download until the TCP/IP stack recovers) and latency.

If you have Windows XP, consider increasing the RWIN with the tweak tools available here. I don't know if the same concern holds true for Vista, Win7, OSX or Linux. Check out the many forums here for further information.

Same here in the Greenville/Spartanburg SC area. It has been 4 weeks now with a 20/1 speed. At first I thought it was a tease put out by Charter (I was on 5/512 for years) But now I must give it to them, it works well!

Currently the deployment schedule for 60meg is being worked on by marketing as is the deployment of bonding. There are no firm plans of launching either at this time however you will see channel bonding before the 60meg package is deployed.

at&t just keeps getting further behind

In my area you can get Charter or at&t DSL. At one point they used to be about the same. In fact about 4 years ago at&t had 6 mbps and all Charter had was a max of 3 Mbps. Now Charter's "slow" tier is 8 Mbps while at&t still only offers a max of 6 Mbps.

DSL with phone service 6 Mbps/512 kbps $43 a month
naked DSL 6 Mbps/512 kbps $48 a month
Charter HSI with cable TV 8 Mbps/1 Mbps $45
Charter HSI without cable TV 8 Mbps/1 Mbps $55

I don't know about you but at&t can't compete

I can tell you they are not coming to Camden anytime soon. when at&t got that statewide franchising law passed they listed areas they were going to have built out within 3 years and Camden as not on that list. In fact as far as I know at&t didn't even bother to apply for a franchise agreement for neither Camden or Benton County

Well I see Cleveland got their agreement in August of 08 and you state they are just now getting U-verse in PART of town. So going by that were talking at least 2012 or later for Camden to get U-verse. So that means for at least the next 2 years I'll be sticking with Charter for internet.

Who honestly cares at this point? I wanted uverse several years now when charter had 10 mbps and uverse was going to have 18. Now I have 25/3 service.

Uverse is horribly butchered. 2 hd streams total, 18/2 that becomes 15/2 if you watch tv, etc.

Hi,

That isnt true about uverse.

I have 24Mbps down and 3Mpbs up service with 3HD/2SD streams with no issues with speeds while watching uverse TV.

Also, the SD picture looks pretty damn good.

U-VERSE is heavily compressed for TV. If they raised it to say 15Mbps from the current 6-8Mbps it would be watchable.

Cablevision's been able to offer 30/5mbit service under docsis 2.0 modems for quite a while... average real world usage brings it around 22/4 mbits, but well within 2.0 specs. Offering a real 50/20mbits would put you firmly in 3.0 specifications.

yes. this is true. however, the docsis 2.0 spec gives you a raw speed of *almost* 43/31, which, when you subtract signalling, overhead, etc gives you a usable data rate of 38/27 *per carrier deployed*. because of the density that cablevision has deployed their cmts units and their taps/peds, they have more downstreams/upstreams deployed than other msos (in terms of numbers, not channel occupancy - i'm almost sure that there are only a handful of frequencies being used, but when you deploy gear you can use the same carrier frequencies in different neighborhoods), they can offer a higher utilisation per carrier because that carrier may serve a smaller geographic neighbourhood.

bottom line - can it be done in docsis2, yes. however, with channel bonding and such, its much more efficient to use docsis3 to offer higher speeds.

Charter is changing

Charter is doing well. They have to make up a lot of bad history but good for them for wanting to change and taking steps.

I live in Worcester, MA and they have 60meg internet here. I subscribe to 60meg/5meg and I get that speed 24/7. I had to get a docsis 3 modem.

Download Speed: 23486 kbps (2935.8 KB/sec transfer rate)
Upload Speed: 2113 kbps (264.1 KB/sec transfer rate)

It's not 100mbps but it's still a decent value compared to the other providers in my area (and I always get the advertised speed and it rarely cuts out.)

If they fixed their TV service and didn't charge rediculous prices per DVR and provide such CRAPPY dvr's I'd probably switch back to cable (maybe... I love direcTV)

It's something they need to think about!

But finally..they're breaking the 2 Mbps upload barrier that they've had with all their DOCSIS 2.0 configs. If you can get 25/3 on a DOCSIS 2.0 modem, that would be clutch. I live in a DOCSIS 3.0, 60/5 area so there's no point in getting 25/3 if I were to get a 3.0 modem.

Actually the upload on the 5 Mbps tier was upgraded to 1 Mbps months ago. Maybe you need to use the tweak test here

Great news

I've been happy with Charter for the past several years.

I first signed up with them in late 1998 when my speed package was 768 KBPS, LOL. I canceled them a couple years later and went to AT&T DSL but because of my distance from the CO, I am limited to 1.5 MBPS (shh, don't tell Charter).

My connection is stable and fast. I can't complain. Well, I guess I could complain that it's not cheaper :P

So overall, I'm quite pleased with their service here in the San Gabriel Valley.

Okay, wow, they weren't lieing, this time.

If you read my reviews of Charter, you'll see that I'm not fan.

I got an email earlier this week telling me that I should upgrade my modem to DOCSIS 3.0 compliant modem to take advantage of Charter's new speeds. I was highly skeptical, but at least the announcement also stated that I could use my own modem instead of paying them $5/month.

After a little research, I found that a DOCSIS 3.0 modem may be helpful for decreasing latency, which would be nice with my VoIP phone and Xbox LIVE! services, so I ordered one up.

Well, I haven't gotten my modem yet, but I just powercycled my modem and using uberbandwidth.com here are the before and after results:

That's pretty good!
