The city is considering a proposal that would shift thousands of yellow cabs outside Manhattan. It's the latest attempt to improve taxi service for New Yorkers outside Manhattan.
The plan would create a new class of 6,000 so-called "borough taxis" that would only be allowed to make pickups outside Manhattan.
