FCC Wants Your Thoughts On Broadband Plan Workshops
FCC will use August, September to discuss what needs fixing...
by Karl Bode Friday 31-Jul-2009 tags: fcc · business
Blair Levin, the man in charge of the FCC's national broadband plan, wasn't impressed with the first round of public input on how best to achieve our national broadband goals. According to Levin, "sloppiness" and the "lack of seriousness and purpose" in most comments weren't useful to the agency in formulating a plan. Don't cry however, as it looks like you'll be given another chance to impress Mr. Levin. The FCC's new broadband-focused website has listed a slew of public workshops aimed at hashing through various broadband policy issues.

Click for full size
The FCC this week invited the public to contribute their thoughts on the list, or to add additional subjects for discussion. So far, the list of workshops include everything from how broadband can't improve health care, to issues surrounding wireless markets and spectrum use. In a press release, new FCC boss Julius Genachowski insists the workshops are the roots of a transparent process:

"Broadband is our generation’s major infrastructure challenge. It’s critical that all stakeholders provide the Commission with the information it needs to develop a National Broadband Plan that will spur innovation, promote competition, create jobs, and bring the powerful benefits of broadband to all Americans. The effort to focus dialogue on specific topics in an open, participatory format is one of the many ways the Commission is trying to develop a comprehensive and meaningful record for the development of the Plan."

The FCC is scheduled to unveil the plan to Congress by February 16, 2010. While the agency has stated that they'll (frighteningly for the first time) use scientifically-sound data in making policy decisions, Genachowski's otherwise been very murky in terms of what concrete ideas he plans to bring to the table.

Actually there are small FTTH ISPs (such as »www.paxio.com) who are eager to extend their reach but they just don't have the borrowing capacity to extend. The availability of capital in the US is really terrible after the financial crises and bailouts. Nobody wants to lend to small business. If the govt just backed low-cost "infrastructure" loans, then capitalism would to the rest. Capitalism, after all needs capital!

well

Why do we need a new infrastructure deigned by the government? Can they just pay for customer's broadband bills? I think this is none sense to start from scratch. They should deploy their own infrastructure where broadband is not avaiable. but ISP's that already have it setup they should just pay the bills for the customer's.

And who, pray tell, is actually going to PAY for those "bills"?

Since the tax payers (the government) are the subscribers, you're suggesting that we should all pay our own bills? I agree.

2 key workshops will decide where stimulus money spent

After looking over the list of workshops and checking out what they will discuss, I think that 2 workshops will be the key to what eventually determines WHERE the stimulus money will be spent and what the basic thrust of the Broadband Plan will be.

This will flesh out what are to be called unserved & underserved areas and where the money according to the stimulus bill must be spent.

And this will determine if the money being spent is achieving its goals. And that will have a large effect on how future appropriations for broadband will be targeted.

I think its just going to be a crony payout, like the spendulus. Seriously if they really wanted to increase broadband, they would just hire companies to install infrastructure.

So why is unemployment and inflation rising, if anything , this is just a bump which was predicted in February. The economy will get worse over the winter.

Its only temporary, thats what i am talking about, from your article.

The big bounce might run out of gas sometime in 2010 or 2011 - then many of the unavoidable realities of the post-credit bubble economy such as chronic overcapacity and disquietingly high unemployment levels may assert themselves more prominently.

Ya the stealfromus plan worked great we (the tax taxpayers) got robbed blind

and now they're going to tax the employers even more thus killing more jobs and creating more wellfare people

so as soon and this bump runs out we're doomed

The "unemployment" statistic is only counted while your on Unemployment Benefits and they do "race" and "economic" weighting to make that statistic useless anyways. As people loose benefits, they disappear from the statistic making everything rosy. What about the homeless who have no phone number you can reach them at and cellphone only households?

The infrastructure is there in many places, however it isn't open. Cable and DSL are increasingly FTTN, but those same companies aren't willing to let other providers tap into that fiber at the node level and deploy the last few thousand feet of glass.

the problem with that is he discarded all of the good suggestions because he got a couple of those type comments. I mean really, what did he expect. After years of the consumer getting increasedly worse services at higher prices, he expects a cordial comments about the future broadband utopia without any comments on how we're getting nickel and dimed by carriers who run rough shot over a congress that doesn't have a clue over these issues?

America could build the best broadband network in the entire world but due to corruption it will NEVER get done. At&t and Comcast will never allow more competition.

Leave it to Japan, France, Sweden, Korea, etc, to surpass America.

Time to Lobby Ourselves

We the consumers and taxpayers...let our voices be heard. Not just with this opportunity. Let them be heard by those folks whose salary we pay (aside from the kickbacks and such they may get from....)....those people we vote for (or not) our elected officials. Does it seem like we are hitting our heads against the wall when we do so? Sometimes...Just pad it and go at it again!! While you got their ear, let them know what else is on your mind. As it was going...we haven't much left to loose as it is.

I dunno about anyone else...but enough is enough!! Go for it!!

Re: Time to Lobby Ourselves

AMEN TO THAT !!! Let's mobilize like the French do. Nationwide strikes to get their points across. You know what not be a socialist but municipal broadband is not a bad idea but not for free of course. Let the government get involved and compete. I bet when this health care reform passes you won't see the 20% yearly premium increases happen anymore and none of those "scare tactics" the industry says is going to happen will happen. It's almost like when Verizon was going around saying hey pass these muni laws to help us out and your rates will go down, how many of you have seen a dime in savings?

My point being is this "WAKE UP" cancel any service that caps you I guarantee that if enough do it it won't be long before they retreat on it. Look what has happened over the years as government has given into private industry. Multi million dollar payouts to these CEO's rising unemployment while outsourcing work, Oh and one more thing about this, why don't we outsource CEO's to a person who has better values and can live in his country for $100,000 a year with no golden parachute like a king. That should save the investor quite a bit...

Dealing with these CEO's are why we are in the economic situation we are today and NO ONE can argue that. I'm done with my rant for the day.... =)

Public owned pipes; private providers

Let's finally level the playing field and create a public fiber network. Telco and cableco can jump on and provide services as well, but this also allows others to compete for phone/internet/tv service. Imagine Utah's UTOPIA on a national scale.

Only wireless or will work

In the rural areas only wireless or fiber will work. In the short term a beefed up wireless network would give the rural areas some broadband. I use a laptop in the field in areas that you may or may not see the next house and the web pages that are not too busy pop up reasonably fast. This would be a stop gap measure until fiber could be placed to each house.
The other problem is many of these homes have a hard time paying the POTS bill and would have a hard time with a broadband bill twice that amount even if VOIP was included in the bill at basically no cost.
The problem is who pays the ROI return on investment is not there because the density and disposable income is not there. It will have to be taxes or the subscribers in the city will have to subsidize the rural area cost. Even in the cities companies barely get a return before the equipment has to be upgraded.

I agree, wireless is slow. Anything can affect it like terrain and weather. I suggest they use anything via landline since its much reliable other then wireless and satellite. They can put new fiber at an expensive cost, Extend cable lines that can go longer then copper or they can milk the crap out of the copper lines. I guess I will speak for the rural people. WE WILL TAKE ANYTHING VIA LANDLINE PLEASE =)

I am on a wisp service and it never goes down. We get rain every night where I live. I also get 2mb consistently, unlike my uncles road runner which goes from 5 mb to 512kb. I can watch netflix at 8pm with no problem. Latency is great too. I have voip and xbox with no probs. Not sure why you are so against wisp services.

Re: Only wireless or will work

Our only choice here is US Cellular EVDO. In spite of the $60 per month price with the miserable 5GB per month cap we're happy to have it. We get a pretty consistent 1 to 1.3 Mbit down even if it's raining HARD. (We do have a directional antenna and cell phone repeater)

So far our only issue (besides lousy US Cellular customer service) is that 5GB cap. For the price I'd expect at least double the cap. I'd be happy with 500 kbit service with a 10 GB cap. Or I can pay for usage above the cap, but not 50 cents a megabyte!

Wireless make sense here in the mountains and can work well, but it looks like we need competition to drive the providers to be a little for fair.
