It looks like the FCC will rush to tie up all loose ends before the Presidential election potentially disrupts the FCC lineup. Not only is Kevin Martin rushing to give AT&T and Verizon their long-desired interconnection compensation "reform," but the FCC is hoping to vote on all pending mergers on election day. This includes the Verizon Wireless acquisition of Alltel, and the fusion of Sprint XOHM and Clearwire to create a new national mobile WiMax operator. It's highly unlikely that either merger will be voted down.

Isn't this kind of like 11th hour pardons that the president customarily carries out just before he leaves office?

He should hope he has the weight to ensure the mergers are not stopped when the new president takes office.

He is probably planning on resigning when Bush leaves.

I think it's more of an under-the-radar thing than under-the-wire. All the news will focus on the election, and not have time to cover FCC decisions.
