Theoretically just fine. 60K plus is where the U2 spyplane operates, so it's technically possible. It's a good altitude because it's above the weather and commercial air traffic, but low enough that there's no transmission delay like satellite based broadband. The issue will be dealing with high winds and power management - charging the batteries enough during the day to power the engines and radios at night.
