Secret city negotiations continue...

New York City and Verizon continue closed-door negotiations over awarding the company a city-wide agreement to deploy FiOS, a deal potentially worth billions. City council members and consumer advocates are worried that the secrecy means that the deal will be great for city pockets and Verizon, but not consumers. Industry analyst Dave Burstein notes that it takes a twelve-week FOIA request to get any useful information on the ongoing negotiations.

Verizon's top policy man Tom Tauke is talking however, and tells Burstein that the company hopes to have negotiations with the city completed by March 31, which means those of you in NYC waiting on FiOS will likely have to keep waiting until this summer or fall before you can order service. Says Tauke:
We're actively engaged with New York City on negotiations for a television franchise. We believe both sides want to reach an agreement, and I personally believe we will reach an agreement with the city by March 31. Then the NY PSC must approve the agreement before we can actually offer TV service in the city. Of course, we have been building the fiber network in each of the five boroughs, and some, like Staten Island, have very substantial FiOS internet service available now. So we hope to be able to offer FiOS TV in the City later this year.
As reported by the NY Daily News, several city council members are concerned with Verizon's plans to only deploy FiOS to the city's most lucrative neighborhoods. Burstein, in the link up top, also adds his thoughts on the recent Time Warner Cable metered pricing kerfuffle.

But since Verizon usually lures new customers with a lower price than the incumbents, wouldn't saving money on a product make more people switch? I'm just thinking if people are tightening their belts, some folks who would have been too lazy to switch providers might start looking around. This would allow for more income and an increase in capital expansion.

There is not $20 FIOS internet plan, like there is with DSL. Sorry, Verizon sees ultra cheap DSL as only a temporary solution to get the most profit out of old equipment before it goes bye bye when FIOS comes (you can't order Verizon DSL once FIOS is turned on, business decision by Verizon).

Hmmm, that is an educated guess... Though I think FIOS is sort of exempt from that... People won't go out and buy new cars or go on vacations, but most people already have some sort of TV service / broadband service and the FIOS triple play pricing is attractive and much cheaper than Cable TV if you are switching from Cable to FIOS..

I know I am saving over $60/month for 2 years by having switched to FIOS over having service through the cable company... And service quality is much better, plus I get a free TV.

Verizon billing sucks... But there service is IMHO, high quality.. It can't be beat.

This is why I recommend people purchase the service online and make no changes until after installation. Otherwise, you have to deal with the billing bullshit. Verizon really needs to do something about that.

i wouldn't think so much since there FIOS is more like a service than a product (continually payments vs. one time large purchases). depending on how bad the economy slows down and how desperate people need more money, my guess is that internet access will be determine how slow the revenue will be. i wouldn't be surprised if wall street has more to do with reducing capital expansion than revenue impact. from what i've seen, FIOS is a pretty good deal.

Oddly enough, what I hear around the tavern from the Comcast people is how much they can sell to the neighborhoods that you would expect could least afford it.

Don't underestimate the marketing tactics of "placing junk near the register in the grocery store line". It sells. So does cable.

VZ so far has not indicated any revenue hits because of the so-called 'slow down". No installation slowdown has been hinted at either. It is the politicians as usual that is holding things up. The Pols are the usual 'command and control" types who want their hands on it (and hands out for it).

NY City is not the Whitehouse, it's much more provincial.

That's because the results for this quarter, the quarter in which the economy started to slide, are not out yet. Your statement is based on insufficient information.

As I said, there is no indication of a slowdown. The assumption that there must be has no basis. If there is a general slowdown, which is not the case, not all companies or sectors of the economy are affected equally.

Why is FIOS TV Franchise blocking FIOS Phone/Internet?

The subject says it all. They are talking to the City about a FIOS TV Franchise but I fail to see what the lack of this Franchise TODAY has to do with rolling out FIOS itself (ie: The use of FIOS to deliver Phone and Internet with the TV being "Coming Soon" once the Franchise is granted). It seems to me that the refusal to roll out FIOS NOW is a bargaining chip to get the TV Franchise (ie: Give us the Franchise or we will not offer any FIOS).

The article claims that FiOS Internet is being rolled out in several areas- Staten Island, for one. The question is the TV franchise.

I've noticed that Verizon is somewhat duplicitous about the franchises- in my hometown they offer only Internet, and when I asked when TV was coming, they said to lobby the local municipality- the town government has already sent several requests to Verizon to apply for a TV license, they haven't done it yet (probably waiting for "franchise reform")

Its not. I have FiOS phone and internet and I'm in Brooklyn. They're in the process of installing fiber in sections of Brooklyn. The TV franchise agreement will definitely give Verizon more impetus to deploy more rapidly.

In the meantime what everyone is forgetting is that Bloomberg doesn't need the money. He's all about his legacy, and he wants to get this done.

The really hard part is going to be the city council. If the mayor signs off by March 31st there is still no guarantee that I'll be getting TV by the fall. The city council will be swayed by every small interest group and dollar sign waved before its members. Its going to get ugly.

I won't forget the names of these reporters that are actually complaining about Bloomberg's negotiations. These are the types of journalists (and I'm being generous to call them journalists) who stir every rat's nest in an attempt to increase their own importance.

Better the level of service be ZERO than it be unfair. Isn't that the american way? Better 1000 crooks go free than 1 innocent man convicted. That's why the scales of justice are not even.
Granted, that's not the real reason. The real reason is corrupt politicians, but the end result is the same. Force verizon to live up a standard, or don't let them roll it out at all. Remember what they did to the state of PA, where they got tax breaks of billions and billions, and failed to deliver. Why should NYC cave into the profit motives of Verizon.
Verizon is NOT BEING STOPPED from offering FIOS. They ARE being stopped from offering TV over FIOS until they come up with a 'fair and balanced' plan to roll it out to EVERYONE in the city (ironic I can quote FOX on that).

TWC is also scared of things like appleTV and iTunes movies hurting their on demand service, sure VOD is instant but you could basicly order on itunes before leaving for work that day and even full DVD quality would be done by the time you got home from the office. and i bet VOD makes them a ton of money since cost of deliver is nearly zero.

Maybe there will be some backlash over Time Warner starting to put in download caps down in Texas. Would be nice to see them lose customers in NY over that idea, that and the piss poor bandwidth they give to metro NY. Time Warner commercials seem to make much 'light' about Verizon not having a video franchise in it's footprint.
