The Florida Public Service Commission ordered BellSouth to refund the 1.5% interest it charged customers on unpaid phone bill balances over $6.

"BellSouth argued the interest was simply a new charge that could be avoided by paying a bill on time. The company has collected about $50 million in interest since it started collecting the fee."
