Indonesia is preparing a draft regulation covering landing rights for foreign communications satellites offering service in the country. In March last year, Malaysian satellite TV operator, Astro, reached a cooperation agreement with the Lippo Group, which owns the Kabel Vision, to provide satellite TV service in Indonesia. Current regulations mention only landing right obligations and provide no explanation about the mechanism, types and payment procedure, said state minister for communications and informatics officer Alexander Rusli. The plan by Astro and Lippo Group to operate paid TV service in the country necessitates a more complete regulation, Rusli said. Astro is optimistic it will attract millions of subscribers, saying that the market has growth potential with only 1.4% of households subscribing to paid TV service in the country.
