Busy cops have little time for citations, causing cash crunch

Drivers may welcome the trend, but the sharp drop in the number of traffic tickets issued by Los Angeles police since 1999 has city leaders worried. Between 1999 and 2003, the number of traffic violations cited by the LAPD fell more than 23 percent, from 596,112 to 455,181, and that means less money for city officials to spend.
