Groups Recommend Rules for Broadband Grants

Government agencies tasked with handing out about US$7 billion in broadband deployment grants over the next couple of years should provide competition in areas where existing services are lacking and should give priority to local broadband providers over national ones, some broadband advocates said Monday.

Scott also called on the government to fund high-speed networks, not just basic broadband. A carrier being local should be "a factor to their advantage," Pickering added.

"Funds should be targeted predominantly to unserved areas presently lacking any broadband service," he wrote in an e-mail. "This approach is minimalist in the sense that trying to do more is likely to be less impactful and more wasteful. Figuring out which areas meet an 'underserved' criterion and how to disburse funds in a way that efficiently addresses such 'underservedness' is a much more difficult task than identifying areas without service and directing funds to a provider to serve those areas."
The gov't will be getting plenty of advice from competing groups on how to spend the broadband billions in the stimulus bill.

That's absolutely the LEAST LIKELY thing to happen. If anything it'll be squandered on the biggest most entrenched players to use as they see fit--- probably in the heaviest saturated areas, too.

Must be a nice kick in the balls considering these terrestrial stations are paying out the ass in fees to these clowns just to stay on the air. This isn't even considering the fees they have to pay to run a simulcast web stream.

ive always wondered why do radio stations have to pay for the rights to play the music, i mean isn't that 50Kw FM transmitter like a big free advertisement for the label?

It's simple.. the radio stations profit from the broadcasting of the music.. they're not non-profit organizations, after all. In this case, I agree with them paying for the music.. or anyone that profits off the work of others.

I don't think it's a particularly bad thing that they pay up. But the RIAA and other related parties are putting the screws to them in terms of the ever increasing fees they pay. And they (RIAA) figure that it's either give in and pay up or go off the air permanently. Guess what road the broadcasters take? And often they do it by the skin of their teeth and have to cut costs in the process just to break even. We just had a massive layoff around here of a number of REAL on air personalities from a number of stations in the area. Ones that have actually made the voice of their respected stations.

And don't even get me started on internet radio. All you have to do is do a search of this very site for related news stories and you have all the facts you want about the whole corruption that is the RIAA and the accompanied labels that have been raising rates to the point of even putting the most lucrative stations out of business. Let alone the little guy who's usually focused more on artist promotion and word of mouth than anything else and probably has listeners that actually LISTEN for the music.

Yeah, I'm not saying they shouldn't get paid. But this argument has been beaten to death and back on the different points. If anything I'd rather have the checks from the stations go directly to the artists they play or at least the labels next up the ladder. Not the extortionists at the RIAA.

But on the topic at han: With all this being said, it truly is a nice hit below the belt being claimed of piracy after you have paid them an arm and a leg for what amounts to only permission to play their music under their specific circumstances.

"Climate change is out of control;" stated a RIAA spokeshole today in Washington, D.C. "We need legislation to address the competitive disadvantage we face vs. Weather. Weather has great control over our business model. I think they need to shut up and think before they spout off FUD to everyone.

I love what their business model is.. "Sure, pay us so you can play our music over your airwaves. But, come next week, we'll charge you for piracy and deny everything."
