Broadband is both a utility and a luxury. It is not either or. Provide the most basic service to everyone and allow private companies to provide premium services.

this is just getting sadder. the only thing colleges have to comply with are the police when there is a criminal investigation. their networks shouldn't be required to police the networks. my school took active steps to reduce p2p stuff in general (basically no p2p stuff going to/from internet and no open folders. it sort of seems like if we have to dig hard to find the traffic, go ahead since no one externally is going to find it). if the mafiaa is so concerned with piracy, why don't they FUND some of these actions? they always claim billions of dollars are lost each year, why not stand up and put your money where your mouth is and give millions to those you want to fight your fights.

FCC considering delaying vote on "White Space" spectrum

The Federal Communications Commission is considering delaying its November 4 vote on using unlicensed white-space spectrum after broadcasters filed an emergency petition, according to Web site Ars Technica.

The article quotes FCC spokesman Rob Kenny as saying the agency is reviewing the broadcasters' request.

But the NAB and the nation's three major TV broadcasters argue that the report's findings indicate there are interference issues. On Friday, they filed an emergency petition asking the FCC to launch a 70-day public comment cycle on the report.

"The widespread WSD (white-space device) sensing failures, all documented in the report, rebut the report's conclusion that there has been a 'proof of concept'," the NAB said in its filing. "There is no basis for concluding that devices that rely on spectrum sensing only, without geo-location, are feasible."

The NAB also argues that the FCC has sought comment after other technical reports were issued in the past. For example, the group noted that the agency asked for public comment about a study on 3G, or third-generation, wireless use in the 2,500MHz to 2,690MHz band in 2001. It also asked for comment after issuing studies on media ownership in 2007.

Martin wants to approve AWS-3 rules before the end of the year, but he said he is having trouble getting cooperation from other commissioners.

Judging from its recent meetings with FCC lawyers, T-Mobile USA may be laying the groundwork for a lawsuit against the FCC.

The vote should be delayed until at least next summer. Amongst other things it's unfair for the FCC to consider this before adopting an ATSC mobile/handheld standard.

CBS rolling out "shared viewing" of streamed TV shows

They want to make watching streamed videos a shared activity over the internet with multiple users watching the same video and then sharing comments, etc.

CBS Interactive is launching an online feature that enables groups of viewers to collectively watch and interact with streaming TV content.

Dubbed "social viewing rooms," the service combines elements of a chat room, video conferencing and standard live streaming to give fans a more communal experience when watching the network's content online.

On CBS.com, a group of friends will be able to join a virtual room to watch a synchronized playback of popular programs while chatting, taking polls, quizzes and even throwing such animated objects as tomatoes and kisses at the screen.

Throttling

It would seem since broadband came around in the late 90's the connections have become more restricted. Back then a cable connection, was unlimited bandwidth, no throttling. Over the years as cable companies saturated their networks, they started to hit capactity walls. No we are seeing them trying to find and implement different ways to curb consumption.

They'res always going to be that 10 percent, that consumes the masses. The way I see it though its good way to stress test networks. They'res a lag of time between the heavy consumption user, and the years for an average internet user to use the same usage.

Files do keep getting bigger and bigger. Streaming video is catching on, and in like some reports, uses more bandwidth than p2p. Thats with pretty crappy quality streaming video, give it a few more years, and people will want to stream 720p video on you tube.

I think ISP's are going the wrong way, they don't want to expand for the the future, they want to milk what they have, and keep consumption down. I don't know if the capitalistic business model can work, or if maybe the internet should ultimately become a public utility. The ISP's are in it for the money, so its easy to understand where they come from. They want to rake it money, while keep costs low. If they don't have to upgrade, they don't have to spend money.

I think DSL has an advantage over cable, and they may wish to exploit it. Cable has the problem of being conjested at the node. DSL is basically limited by the size of its backbone, so its easier for DSL (and probably cheaper) for dsl to provide the bandwidth. It would be nice for DSL to start selling based on this advtange. Cable has the speed advantage, but DSL has the bandwidth advantage.

And one final note. P2P is one of the most ungodly inefficient file distrubution methods out there. It required on average, for everyone to upload as much as they download. So it basically doubles internet consumption. No wonder ISP's want to throttle the crap out of it.

Actually, DSL can be saturated as well. Crappy copper lines don't help either. If the DSLAM has too many customers that overload the CO, it has congestion. Why do you think T lowered it's speed advertising? Because of that. T has a backbone advantage but as cable cos roll out D 3.0, they won't. Cable Cos also have to stop saturating nodes if they hope to make their phone service work flawlessly as well.

The simple solution: Fiber. Fiber is an unlimited pipe. In Japan, there is a building that uses the power of the sun to light the whole building.

Plus, I see a revolution in HSI anyway. Simply put, ISPs, to meet bizness requirements, will have to juice their backbones anyway. BUT, if Big Business decides on their own network as they are considering, that would scare the incumbents. Competition will come from somewhere to lower costs and whomever provides it will reap the revolution in HSI.

The RIAA Needs to Be Investigated

When are they going to be investigated for:

-Unlicensed law practices
-Wrong Venues
-Crowding the courts with nuisance suits
-Have their own court system

You really think lawyers and judges, especially the later, are going to allow their courts to be circumvented for long?

The RIAA is nothing more than proffering an abuse of the court system.

the colleges should bill the RIAA a "research and processing fee" when issued a DMCA notice. 10k per notice that doesnt come with a court order.
