The telephone company has been working on building out a fiber network direct to its customers' homes since 2010, when it won a $81 million grant from the USDA as part of the American Recovery and Reinvestment Act.

and this "So far about 600 Vermont homes have subscribed." Makes it sound even worse. But if you go back to the original WSJ article »blogs.wsj.com/digits/2013/04/26/···=WSJBlog you can read that 1} it really was a huge project 2}small companies ARE willing to upgrade, IF someone gives them the truckloads of cash to pay for it.
If you can't charge the customers getting it, maybe the feds can force it down their throats.
