I read it through. Essentially it's built around the Juniper spokesman plugging their 'federated identity management techniques' that allow network providers to tailor throughput to the individual data supplier and his client and collect accordingly. He predicts that, as congestion increase, Google etc will be only too happy to begin 'revenue sharing' to guarantee a satisfying consumer experience, and Net Neutrality will be roadkill.

Cynics suggest that, with no real shortage of capacity as fiber builds out, there is no problem.

What isn't mentioned in the article is how, given bandwidth or other such restrictions, the public rapidly adopts alternative economical solutions such as mp3 and P2P.

Yes, but the frech or the french cut be darned I love em' If you have White Castles in Canada do they offer Sweet Potatoe Fires? I can't get enough of thoes.
