Only NYC Public Service Commission approval left...
(old news - 02:46PM Tuesday May 27 2008)
tags: business · telco · Verizon FIOS
After months of closed door negotiations, New York City gave the public something almost (but not quite) resembling actual input into their multi-billion dollar deal with Verizon last week. Today New York City's Franchise and Concession Review Committee (FCRC) voted unanimously to approve Verizon's proposal to wire the city with FiOS. Verizon is promising to have the entire city wired by 2014. While the penalties aren't steep enough to deter the multi-billion dollar company from wimping out on deployment to outer boroughs down the line, the desire for cable TV competition (and franchise revenue) has city lawmakers doe-eyed with pliant Verizon adoration. The deal must now be confirmed by the Mayor's Office (a given) and the New York State Public Service Commission.

Verizon won't care if you and 5k people voiced their upset for this process in getting them in NYC.. They don't care about the voices or in this case the tax-payers. Apparently NYC lawmakers don't care either, at least for now. Verizon doesn't like being told what they can and cannot due by anyone including the government. Thats why Verizon keeps the FCC as its bed-buddy!

I haven't granted them permission, so they cannot proceed.

Mayor automatic OK; PSC - who knows?

The deal must now be confirmed by the Mayor's Office and the New York State Public Service Commission.
The Mayor's office is an automatic approval because it was the Mayor who pushed the deal and the Mayor's office staff that negotiated it. The NY PSC may or may not approve it based on who the appointed members are and the political views of the politicians that appointed them.

Sorry, but NY PSC is at least quasi-independent. If you are not familiar with the NY PSC, and it sounds like you are not, you should not go around making casual statements impugning their integrity. I am familiar with them and I can say that they will most probably not reject the FIOS franchise agreement for NYC.

I'll stand by my comment. The 5 member PSC is appointed by the Governor and approved by the State Senate. They owe their jobs to politicians. You can call them quasi-independent, but they are political appointees with their future depending on politicians.

Commission consists of up to five members, each appointed by the Governor and confirmed by the State Senate for a term of six years or to complete an unexpired term of a former Commissioner. The Chairman, designated by the Governor, is the chief executive officer of the Department.

Re: Mayor automatic OK; PSC - who knows?

1) None of the current commissioners was appointed by the current governor. The previous two governors are out of politics.

2) Even so, the appointment does not dictate how they vote on franchise agreements. They have been consistent in their votes over the last two years and they have published their rationale wrt franchise agreements. Read those and you will have an indication of how they are likely to perceive the NYC franchise. Your "comment" is an uninformed political diatribe. Not everyone on a government agency sees things only in shades of red and blue.

Sometimes it's more of a "Government = Ultimate Evil while Corporations = Can do no wrong" ideology.

Wow, what a shill, current governor was next in line in sucession because of an emergency resignation. He wasn't elected.

It's easier to say that the NY PSC is a ConEd and Verizon rubber stamp organization.

Yep, a rubber stamp. I've spoken with them, the only thing they were concerned about was spoiled food credits, they said they don't regulate reliability of Con Ed's electric grid and the law doesn't provide any other remedies.

mission: possible?

find Time Warner's most profitable high-rises & multi-dwelling buildings and deploy there Fios first, that will be enough to make Time Warner have a conniption fit.

Their first "test" will be Peter Cooper Village and Stuyvesant Town. If I am not mistaken, those complexes are one of the only places in the city where the tenants can chose TWC or RCN. Now they will also be able to chose from FIOS! Those lucky dogs...

Any schedule for which neighborhoods will get serviced?

And after the CO's are wired, are we going to see huge gaping areas where service cannot be provided like DSL (And im not talking about distance obviously)?

That's to be seen. But the agreement implies full coverage over the next 5 years.

Does anyone know how many COs are in NYC?
Does anyone know how many are already wired for FIOS deployment?

This is about a FiOS-TV franchise

To be clear, 20% of the buildings in NYC are already wired for FiOS Internet. This haggling is only about FiOS-TV.

Penalties

{sarcasm}121 million in penalties is not enough for bringing in competition. It should be 121 quadrillion. That'll teach those dirty rats to dare to offer competition{end sarcasm}

Can you imagine if Starbucks had to get approval to open shops in NYC, and if they had to face fines for not canvassing the area fast enough?

Re: Penalties

Even better, each cup of coffee should come with additional $2 "franchise fee" and there'd be black-outs on creamer for local markets when cows are being milked. Cinnamon buns would need special licenses, so would not be served in certain parts of town

NYC Fios deal almost finished.

Let's hope this means faster deployment for both TV and Internet services. Verizon should be prepping a full-court press once the deal is finally done.
