In PIAC's CRTC submission, which in in reply to Bell for accusing CAIP of being the instigators of the throttling mess who should be financially held responsible, PIAC says (in brief):
The Consumer Groups submit that since only one partys actions, Bells, were in issue and since the Consumer Groups opposed Bells position and supported CAIPs in its entirety, that the appropriate apportionment for liability for costs is only to Bell.
