While NebuAD has no such luck in the U.S.

Earlier this month behavioral advertising firm NebuAD backed away from their plan to buy your browsing data from ISPs, after Congress raised questions about the system potentially violating privacy and wiretap laws. In the UK, there's a similar system named Phorm that's actually worse, given it's being pushed by former rootkit developers who pretend the system is an anti-phishing security solution. But while NebuAD had their hopes dashed on the U.S. legislative rocks, Phorm has received full approval from the British government. While Phorm primary works with UK ISPs, they had previously worked with some U.S. providers, and were at one point rumored to be in talks with Qwest and AT&T.
