New Rockefeller bill would give D-Block spectrum to emergency group

While our first ever national broadband plan doesn't really address competition, one of its primary pushes is to create a national wireless broadband network. A new Congressional push may pre-empt that effort, however. Senator Jay Rockefeller (D-W Va.) is now pushing a bill to create a national wireless network -- and the only difference from the FCC's plan is it doesn't involve auctioning off D-Block spectrum to commercial providers. Rockefeller's plan instead pushed for this freed spectrum to be controlled directly by first responder groups. Carrier like T-Mobile, who were hoping to win some of this spectrum at auction, aren't happy about the plan. Verizon however seems thrilled that spectrum is going to be doled out to first responders and not carriers directly -- which tells us there's more detail buried in Rockefeller's bill we haven't found yet.

Who plays traffic cop in 1st responder coalition ?

One big issue with the senator's plan is who is going to coordinate all the 1st responder organizations? They will need a traffic cop. Will his plan create another bureaucracy to negotiate which group gets which spectrum in a location?

There actually aready is a licensee for the Public Safety Spectrum the Public Safety Spectrum Trust (PSST)

The PSST has been selected by the FCC as the Public Safety Broadband Licensee (PSBL) for the 10 MHz of 700 MHz public safety nationwide broadband spectrum. The PSST’s mission is to provide an organizational structure through which decisions of national public safety leadership can guide the construction and operation of an interoperable nationwide public safety-grade wireless broadband network. It is envisioned that the network will be built and maintained by private commercial partners identified as the winner(s) of an FCC-conducted 700 MHz D Block auction, or if there is no auction and the D Block is assigned to the PSBL, commercial partners identified through a PSST-conducted Request For Proposal (RFP) process.

The licensee would have been the winner of the D block auction if the auction had not failed. The FCC has stated they want to hold another auction while Sen. Rockefeller wants the 10 MHz of D block assigned for public safety use only without an auction and without it being shared with the business that would win such an auction.

The licensee has not been issued but the FCC has publically stated the PSST is the only group to apply. Since the emmission has not been decided I can see why no listing yet in the database.

It looks like LTE will be the emmision selected because it was recommended by NPSTC which is a group that rep most PS groups.

why does it have to be wireless? isn't there enough dark fiber that could be purchased and used for this?

Exactly, if Rockefeller is involved, it is not good for us.

Senator Rockefeller is one of the largest snakes of all snakes.

Just like when he introduced the Cyber security bill at 54 pages (which was bad enough as it was when I read it all) let alone all the crap that was piled onto the bill making it over 200 pages.

The cybersecurity bill was a trojan horse bill, and I fear that this one will be too.

Any comments? objections? opinions?

May tax broadcasters

The bad thing is that it may give the FCC authority to tax broadcasters for the first time. Broadcasters will either have to find a way to pass that on to consumers or go out of business.

dumb question

dumb question but as the technology advances aren't we able to chop up "the spectrum" into smaller and smaller channels(our devices will use smaller slivers all the time?), so that eventually these problems will be solved?

i mean like the TV channels, where now they have 3 in the same space they used to have 1 - are we advancing much in this area lately?

It's not a dumb question. Digital broadcast television because of the additional noise of the over the air environment can at best only squeeze in half as many channels as digital cable. If a station broadcasts in High Definition and either has a subchannel or alternatively broadcasts ATSC Mobile / Handheld they have used up nearly all of their 6 MHz of spectrum. OTOH stations that only broadcast a single Standard Definition signal are wasting at least 2/3rds of their spectrum. Yes there is already more advanced technology that is more spectrum efficient but unfortunately it is incompatible and would require a second digital television transition.
