Rogers Communications Inc. founder and chief executive officer Ted Rogers is known for his focus on growth, but yesterday he said the cable TV and wireless company will seek out areas where it can trim costs.

Hmmm, bandwidth caps come to mind when reading this article.

I knew there was more to "caps" than just traffic shaping ... it didn't make sense as a means to just shape traffic.

This is called "We don't want to buy bigger pipes, so we have to fit everyone in the pipes we already have".
