Russia Requires All Wi-Fi Devices, Networks To Be Registered

Interpretation of Russian law by the country's newly re-shaped regulatory authority could result in Russians (or visitors) being forced to register all Wi-Fi capable devices or networks with the government. According to this The Other Russia article (also see original Russian paper report), Wi-Fi capable devices require a ten-day registration process. Setting up a wireless network (even if simply plunking a WRT54G on your windowsill) is an even more cumbersome process that will now require approval from two government agencies:

According to (agency Deputy Director Vladimir Karpov), registering a PDA or telephone would take 10 days. Then, only the owner of the device would be licensed to use it. Registering a Wi-Fi hotspot, on the other hand, would be more difficult. Anyone wishing to set up as much as a personal home-network would need to file a complete set of documents, as well as technological certifications. Networks in Moscow or St. Petersburg would also need approval from the Federal Security Guard Service (FSO) and the Federal Security Service (FSB).

The new regulatory agency Rossvyazokhrankultura (short for the Russian Mass Media, Communications and Cultural Protection Service) is headed by a metallurgic engineer, and also oversees the protection of cultural patrimony, registering mass-media outlets, control of legal compliance on personal data, monitoring communications and allocating radio frequencies.

That's why I left out fine details, as most people haven't seen it. Quite frankly I couldn't stand the movie, but this whole situation made me remember that one part...easily the most unforgettable scene in a movie in a long time.

As for the news on this, it is not entirely correct. It
appears to be a poor translation of the original Russian, but:

1. End users are not required to register their wi-fi enabled
devices.

2. Short range Wi-Fi hotspots must be registered if you allow
access to a third party (10 days, 1000 rubles)

3. Documents and technological certification are required if
you are an ISP selling Wi-Fi access for a profit, or if you
use a band outside A, B or G.

So, if you set your home hot spot up with the WEP encryption enabled, or with a password (IE no public access) you wouldn't have to register it?

At least that's how I interpret bullet point 2.

Nice job, that makes it a lot better. The fee for sharing your WiFi is still pretty high, especially for Russians, almost $40.

Wish Them Luck

I hope that the Russians have better luck enforcing these registration requirements, than the FCC had forcing Citizen Band Radio Owners to obtain a license back in the 1970s. Maybe failure to register will entitle a violator to a one way ticket to Siberia. I hope that this law does not give our government ideas.

And why not? The fees for having wifi certifcation classes and REQUIRING the assistance of trained individuals to set up any wifi capable device....

*Snicker* As a CB'er who still has the equipment that he was using back in the 70's, I remember this well. My home base station Cobra 32XLR still has the sticker on it with my license number. I also remember having to sign on the air with that number as well as sign off with it.

My Dad is/was a big stickler for following those rules.

I wonder if anyone still uses CB radios like they used to.

Id think id get in trouble if I went and put up my old base station antenna though... I think my HOA would say something if I put a mount on the roof of my condo building, and erected my 200 foot base antenna on the roof. I could receive from over 50 miles away if the weather was right, and could transmit almost 20 miles any time.

*Sigh* those were the days.

Russian form mail spam/hackers

I get a lot of spam from Russia filling up my website mail forms with all the latest links to Russian pussy and other. I really do not know what good it is doing since the links are not getting sent anywhere.

Even though the spam is a stupid waste of time. It appears that they were able to compromise a few US proxies to cover up their tracks.

Maybe they finally pissed off the wrong person/ISP.

Here in CA, you have to register a dog or cat with the city and pay a fee. You also have to register the bicycle you just bought for little Tyler and also pay a fee.

I live in California and I've never seen a officer pull over anyone for a unregistered bicycle, the pet thing is to pay for any animal damages if so caused by and to keep track of animals and make sure they are not abused..even though I don't see it doing much.

Cold War II

Just more proof that the USSR is rising again, and we are in a new war with them, Cold War II. With NATO on her doorsteps, and missile defense at her borders, the Russian Bear is angry (and understandably so), and she is strong once again, they are awash in money and are rebuilding their nuclear and conventional military.

To be honest, the Cold War never really ended, it just thawed a bit, but it's in the deep freeze once again.

I have been chatting with some of my Russian friends about this. They call a Bullshit. Other Russia is kind of a far-out like Ron Paul; good intent, but needs help. "War-Driving" is a big concern (driving is a strange thing to say; METROING would be a better term).

If you really think about it, it's not too different than BBC in UK charging for TV. Russians are pretty good with tech stuff. They would make insane antennas to get German TV years ago.

Don't worry, you'll still get a spam or to past your filters.
