The FCC's new boss, Julius Genachowski, met before the Senate Committee on Commerce, Science, and Transportation in DC yesterday. If you're a fan of sluggish government bureaucracy and wealthy, marginally tech-savvy individuals reading lobbyist talking points, the complete hearing is still viewable on CSPAN.

Committee members, in between pushing pet projects, did take time to slam previous FCC boss Kevin Martin for creating a politicized, and science-challenged FCC -- something they hope Genachowski will change.

"Fix this agency, and prove to us that the FCC is not battered beyond repair," Sen. John D. Rockefeller IV (D-W.Va.) said during yesterday's hearing. "Show us the FCC can put consumers first and give them confidence that when they interact with the agency they can get a fair response."
Genachowski should be officially confirmed today, barring complications. While the new FCC boss said all the right things during the hearing, we really won't know much until we start seeing him implementing policy. His first order of business will be to implement a national broadband policy that pleases both consumer advocates and carriers alike.

When he's done there, he needs to unshackle the FCC from its current position as AT&T and Verizon lobbyist lapdog, completely restructure the FCC's wholly flawed data collection methodology, revamp a long list of troubled FCC programs, and if we're lucky -- start steering the FCC from an agency of partisan loyalists and lawyers to one that makes decisions based on, well, technology.

Easy, right?

Alright, here comes the new guy. You guys really think he will change FCC policies to REALLY make both sides happy? I have a hard time believing he will be able to change much at all....but it's too early to tell. At least he has a decent looking picture with a smile

From my experience in govt/state bureaucracy (I'm sure it applies to a lot of other situations too), unless you get your cohorts (legislature/staff/public) involved in the changes you want, it won't matter how big of a splash you make. There's always going to be opposition, the point is getting people to realize that there is a problem, and focus on finding a solution. Even if they have other ideas of solutions, at least get them to realize there's a problem. My major problem(s): USF and fixing the whole anti-cableco + telco lovin' hoo-ha that happened under ole' Kev. If he can get the broadband policy thing done, and done right, that alone would be huge in my book. Good luck.

Sen. Rock must have fallen down and hit his head before the hearing - he sounds as if he actually cares.

I'm sure things are back to normal today.

So they put a guy in charge that has a Doctorate in Law from Harvard Law School? Sounds like the lawyers are still going to be running things to me.

Mignon Clyburn - degree in banking & daughter of powerful Dem House politician
Michael Copps - PhD in History & legislative aide & FCC member
1 unknown Republican yet to be named - ???

Doesn't look like any engineering talent in the policy making positions at the FCC. Looks more like the lawyers & pols that have always run things.

Well it's kind of necessary to have someone who understands the intricacies of the law system in charge of the FCC. At the same time what you hope is that he surrounds himself with technology savvy experts and listens to them for advice in setting policy.

Why

Why does he need to make the carriers happy? They've already stolen $300 billion from various state and federal programs over the last decade. They're still making insanely high profits every year, especially during the biggest recession since the Great Depression.

I don't necessarily think he has to make them happy, but rather get them to play along. I don't think carriers have the respect they should for the FCC or the consumer, thanks in part to how Kmart ran rough-shod over policy and carrier's interests. Cablecos, in particular Comcast, seemed to take it a little more in the face than the telcos.

I Disagree..

I do not agree at all with this as it should read: "His first order of business will be to implement a national broadband policy that pleases consumers."

It needs to be regulated and managed to the consumers 100% and then the businesses can adjust accordingly because they are 100% capable of doing so regardless of how much whining and "anti-innovative" they may cry it is.

Given the way most telcos/cablecos operate, he should obliterate one telco/cableco just to ensure he has the industry's attention. Or is that a bit much?
